verantwoordelijkheid draagt voor een evenwichtige “distributie” van het menselijk kapitaal. Het delen van informatie kan door persoonlijke preferenties verschillende richtingen uitgaan en is het dus juist een uitdaging om ordening te brengen en in dialoogte treden. In de PLC leren de leraren van elkaar de juiste verbindingen te maken en leren zij hierbij hun besluitvormingskapitaal inzetten. Het sociaal kapitaal rendeert slechts wanneer peer learning een onvoorwaardelijke eis is. Tijdens peer learning ontstaan sociale relaties waarin de investering van sociaal kapitaal plaatsvindt en daarmee allerlei noodzakelijke hulpbronnen toegankelijk worden gemaakt. De PLC genereert opbrengsten waar alle stakeholders, zowel binnen als buiten de school, van profiteren. Dufour et al. (2010) benadrukken het belang van de PLC als belangrijke plaats voor uitwisseling van expertise en teambuilding.
Voor de duidelijkheid wordt nog even ingegaan op het begrip peer learning. Hargreaves & Fullan gebruiken hierbij ook het begrip coaching dat op verschillende manieren wordt toegepast. Het uitgangspunt is en blijft de samenwerking als team. Leraren kunnen bijvoorbeeld met hun concerns of specifieke zaken bij hun collega‟s terecht. In het proces van peer learning blijft de student centraal. Volgens Dufour et al. (2010) zijn er drie krachtige argumenten die een PLC aanjagen. Het eerste argument is dat “all students learn … rather than all students are thaught” (p. 7). Het tweede argument is dat leraren in een cultuur van samenwerking als collectief de verantwoordelijkheid dragen dat alle studenten leren. Het derde argument is dat de PLC bij uitstek de plaats moet zijn waar de leerresultaten van de studenten kritisch worden beschouwd om zo de juiste stappen te kunnen nemen om de leerresultaten te verbeteren. In dit verband wijst Hattie (2009) op de noodzaak van gezamenlijke reflectie van leraren op hun lespraktijk en de invloed daarvan op de leerresultaten van hun studenten.
De conclusie is dat sociaal kapitaal, van en met collega‟s, en peer learning voor de professionele ontwikkeling van de leraar zeer belangrijk zijn, mits de drie kernelementen (vertrouwen, wederkerigheid en netwerken) van sociaal kapitaal aanwezig zijn. Peer learning – omgaan met besluitvormingskapitaal en het delen in elkaars menselijk kapitaal – is in deze een bepalende factor voor de continuïteit van het sociaal netwerk.
11.4 Capacity building
Wat betekent capacity building? Het begrip capacity building betekent letterlijk capaciteit bouwen. Deskundigen spreken van capacity building (capaciteitsopbouw) en capacity

Het hoeft geen betoog dat capacity building een wezenlijk onderdeel is van de professionalisering van de lerarenopleider om procesmatig “een levenlang leren” gestand te doen. In algemene zin betekent capaciteit een zekere mate van bekwaamheid, competentie of vermogen van een persoon, groep of organisatie om efficiënt en effectief te kunnen handelen. De behoefte aan capacity building kan op macro-, meso- en microniveau worden aangegeven en kan dit dus vanuit een “top-downbenadering” (macro-, mesoniveau) of “bottom-upbenadering” (microniveau). Op macroniveau is dat het MINOV, wanneer zij zelf inzien dat het noodzakelijk is of dat zij na consultatie een trend willen volgen om onderwijsvernieuwing te implementeren. De overheid kan ook tot deze stap overgaan wanneer donoren capacity building als voorwaarde stellen voor de financiering van onderwijsprojecten. Op mesoniveau kunnen onderwijsinstellingen de behoefte aan capacity building signaleren omdat er bijvoorbeeld een bepaalde trend is bij verlegenheidsituaties die zich manifesteren. Op microniveau zijn het de leraren of lerarenopleiders die individueel of als collectief (PLC) de behoefte aan capacity building onder de aandacht brengen van de schoolleiding. Het is uiteraard op supra niveau ook mogelijk dat op instigatie van regionale organisaties, met hun werkarmen (onderraden) voor onderwijs, capacity building ter hand wordt genomen. Het is ook niet uitgesloten dat een leraar of lerarenopleider die behoefte heeft aan capacity building vanuit de intrinsieke motivatie, self-efficay en zelfsturing ook daarvoor zelf zorg draagt.
In het kader van dit onderzoek is capaciteitsontwikkeling noodzakelijk die moet leiden tot een duurzame ontwikkeling in een doorlopend proces. Capaciteitsontwikkeling werkt in deze in twee richtingen. Zowel de onderzoeker als de actieve participanten verwerven in het proces van onderzoek en implementatie capaciteit (bekwaamheid, competentie, vermogen) waarmee zij een levenlang leren gestand doen.
