ABSTRACT

P l a n n e r s and a d m i n i s t r a t o r s i n C eylon have e n c o u n t e r e d many p r o b le m s i n d e v i s i n g schem es w hich a r e beamed a t t h e r u r a l s e c t o r . One o f t h e s e h a s b e e n an i n s u f f i c i e n t know ledge o f t h e m e c h a n ic s o f v i l l a g e a c t i o n . I n more s p e c i f i c t e r m s , d a t a i s n e e d e d on t h e v a l u e s w h ic h g u i d e econom ic e n d e a v o u r, t h e t y p e o f m obi­

l i t y t h a t i s d e s i r e d and t h e r e - a l i g n m e n t s o f power b r o u g h t a b o u t by new i n f l u e n c e s .

T h is i s t h e b r o a d a r e a w i t h w h ic h t h i s s t u d y i s c o n c e r n e d . I t s e t s o u t t o exam ine t h e s e a s p e c t s i n a v i l l a g e i n t h e h i n t e r l a n d o f Colombo, t a k i n g t h e r e s o u r c e s a v a i l a b l e t o t h e Community as i t s main f o c u s o f i n v e s t i g a ­ t i o n . I t a t t e m p t s t o exam ine how t h e s e r e s o u r c e s a r e d i s t r i b u t e d - t h e p r o b le m o f who h a s a c c e s s t o what

r e s o u r c e s . I t a l s o ex am ines t h e a d v a n t a g e s o f power and l e a d e r s h i p w h ic h c an be d e r i v e d t h r o u g h t h e c o n t r o l o f e a c h t y p e o f r e s o u r c e . THE VILLAGE

i The B ackground

The Government o f C ey lo n , s h o r t l y a f t e r in d e p e n ­ dence i n 1948, s e t up a D ep artm en t o f R u r a l D evelopm ent.

I t s f u n c t i o n was t o a c t a s a c a t a l y s t i n a s e l f - h e l p move­

m ent i n w h ic h t h e v i l l a g e l e v e l R u r a l Developm ent S o c i e t y was t o be t h e m ain u n i t . At f i r s t s t r a t e g y a p p e a r e d t o r e l a t e t o g o a l s v e r y s a t i s f a c t o r i l y b u t t h i s o p tim ism was

s h o r t - l i v e d . B e f o re l o n g t h e r e were d o u b t s a b o u t p o l i c y , o b j e c t i v e s and m e th o d s .

D u rin g t h e e i g h t y e a r s t h a t p r e c e d e d t h e commence­

ment o f t h e p r e s e n t s t u d y t h e w hole movement h ad b e e n u n d e r i n v e s t i g a t i o n . I n 1955 - 56 P r o f e s s o r C h r i s t o p h e r Sower o f M ic h ig a n S t a t e U n i v e r s i t y had c a r r i e d o u t an e v a l u a t i v e s t u d y , i n t h e c o u r s e o f w h ic h R u r a l D ev elo p ­ ment s o c i e t i e s and t h e c o n t e x t s I n w h ic h t h e y f u n c t i o n e d , were e x am in ed i n d i f f e r e n t p a r t s o f t h e c o u n t r y . The d a t a w hich t h i s s t u d y y i e l d e d h a d b e e n f u r t h e r a n a l y s e d by

A l l t h e s e s t u d i e s a t t e m p t e d t o r e a c h c o n c l u s i o n s w h ic h were s t a t i s t i c a l l y d e r i v e d and w h ic h would h a v e

c o u n t r y - w i d e a p p l i c a t i o n . They were d o u b t l e s s o f u se i n t h e f o r m u l a t i o n o f b r o a d p o l i c y , b u t a p p e a r t o h a v e g i v e n l i t t l e h e l p t o t h e a d m i n i s t r a t o r i n u n d e r s t a n d i n g t h e

m e c h a n ic s o f a c o n c r e t e s i t u a t i o n . I t was f e l t , t h e r e f o r e , t h a t i t would be u s e f u l t o h ave a d e t a i l e d i n v e s t i g a t i o n i n w h ic h a s i n g l e R u r a l Developm ent S o c i e t y was exam ined i n r e l a t i o n t o t h e s e t t i n g i n w h ic h i t f u n c t i o n s . I n

view o f my a s s o c i a t i o n w i t h S o w e r 's 1955 - 56 s t u d y t h i s t a s k f e l l t o me.

Even b e f o r e X b e g a n work i n t h e s e l e c t e d v i l l a g e i t became c l e a r t h a t t h e r e was no p a r t i c u l a r l o g i c i n e x a m in in g t h e R u r a l Developm ent S o c i e t y a l o n e . The f o r ­ t u n e s -of t h e o t h e r v i l l a g e s o c i e t i e s r e v e a l e d s i m i l a r and r e l a t e d p r o b le m s and t h e r e was much t o be g a i n e d by ex am in ­

i n g t h e s e a s a w h o le . S h o r t l y a f t e r I s t a r t e d work i t was a p p a r e n t t h a t t h e s o c i e t i e s s h o u l d , a t l e a s t t e m p o r a r i l y , c e a s e t o be t h e m a j o r i n t e r e s t and t h a t t h e f o c u s s h o u l d be t h e more f u n d a m e n t a l p r o c e s s e s o f w h ic h t h e a c t i v i t i e s o f t h e s o c i e t i e s w ere a m a n i f e s t a t i o n . My c o n c e r n i n t h i s s t u d y i s w i t h t h e s e ; t h e p r a c t i c a l p r o b le m s o f v i l l a g e

My work i n t h e v i l l a g e c o v e r e d a l o n g p e r i o d . I t b e g a n i n November 1963 w i t h a s u r v e y , t h e p u r p o s e o f w hich was t o p i c k o u t t h e i n d i v i d u a l s who p a r t i c i p a t e d i n v i l l a g e

a f f a i r s and t o r e l a t e t h e i r p a r t i c i p a t i o n t o v a r i o u s

a t t r i b u t e s . D u rin g 1964 X f o l l o w e d up t h e d a t a p r o v i d e d by t h e s u r v e y i n t h e c o u r s e o f s h o r t , and a t t im e s

i n f r e q u e n t , v i s i t s . I n m ost o f 1965 and 1966 I l i v e d i n t h e v i l l a g e f o r a b o u t t e n d ay s i n e a c h m o nth . I n 1967 I f o u n d m y s e l f r e d u c e d a g a i n t o s h o r t v i s i t s . The

f i e l d w o r k was c o m p le te d w i t h a c o n t i n u o u s s p e l l fro m J a n u ­ a r y t o S e p tem b er 1 9 6 8 . The d i s a d v a n t a g e s o f d i s t r i b u t i n g f i e l d w o r k tim e i n t h i s way a r e o b v i o u s . I t s one a d v a n ta g e was t h a t I was a b l e t o k e ep t h e v i l l a g e u n d e r s c r u t i n y f o r

a much l o n g e r p e r i o d t h a n i s u s u a l .

I n s e l e c t i n g a v i l l a g e f o r a s t u d y o f t h i s t y p e t h e n o t i o n o f t y p i c a l i t y i n e v i t a b l y p r e s e n t s i t s e l f . I t d i d n o t t a k e l o n g , h o w e v e r, t o d e m o n s tr a te t h a t i n a

C eylon c o n t e x t t h i s h a s m ean in g o n ly i n a t r a v e l o g u e

s e n s e . But t h e a d m i n i s t r a t i v e d e s i r e f o r a t y p i c a l v i l l a g e had t o be t a k e n i n t o a c c o u n t - t h e n e e d t o make r e s u l t s

w i d e ly a p p l i c a b l e . I t seemed s e n s i b l e t h e r e f o r e t o choose a v i l l a g e w h ic h would y i e l d a s i z a b l e c ro p o f p r o b le m s a ro u n d t h e m ain i s s u e s . I t was hoped t h a t t h i s w ould make t h e a n a l y s i s s u f f i c i e n t l y c o m p re h e n s iv e f o r i t t o be a p p l i e d , i f n o t t o t h e whole o f t h e S i n h a l e s e s e c t o r o f

a l s o d e s i r a b l e t h a t t h e g o v e r n m e n t 1s schemes o f d e v e l o p ­ ment s h o u l d h ave b e e n o p e r a t i n g t h e r e f o r some tim e and

t h a t s u b s t a n t i a l e d u c a t i o n a l f a c i l i t i e s s h o u l d h a v e b e e n a v a i l a b l e d u r i n g t h e l a s t t w e n ty f i v e y e a r s . The

i n f l u e n c e o f t h e p l a n t a t i o n economy was a n o t h e r f a c t o r w h ic h was t o be l o o k e d f o r . I n s u c h a s i t u a t i o n l a n d ­ l e s s n e s s was l i k e l y t o be a p r o b le m and unemployment would be h i g h .

The v i l l a g e f i n a l l y c h o se n was Remuna, n e a r t h e town of H o ra n a, t h i r t y m i l e s s o u t h - e a s t o f Colombo.

a n t h r o p o l o g i c a l l i t e r a t u r e . The r e g i o n i n w h ic h Remuna i s s i t u a t e d i s b e s t known f o r t h e h i g h y i e l d o f i t s r u b b e r , and i t h a s a t v a r i o u s t i m e s e n jo y e d c o n s i d e r a b l e p r o s p e r ­ i t y . Of l a t e t h i s p r o s p e r i t y h a s b e e n somewhat t h r e a t ­ e n ed owing t o t h e d ro p i n w o r ld p r i c e s f o r n a t u r a l r u b b e r , b u t t h i s h a s a f f e c t e d t h e owner o f t h e l a r g e p l a n t a t i o n much more t h a n t h e s m a l l - h o l d e r .

Paddy f i e l d s an d t h e v i l l a g e t a n k m ark Remuna o f f q u i t e c l e a r l y fro m t h e v i l l a g e s t h a t s u r r o u n d i t . I t

i s somewhat l a r g e r t h a n t h e r e s t , n o t so much i n e x t e n t , w h ic h i s a b o u t a s q u a r e m i l e , a s i n t h e s i z e o f i t s

p o p u l a t i o n w h ic h i s o v e r 2 , 0 0 0 . Paddy f i e l d s t a k e up a t h i r d o f t h e v i l l a g e a r e a , w h i l e a r u b b e r p l a n t a t i o n a c c o u n t s f o r a s i x t h . T h is means t h a t t h e r e s i d e n t i a l a r e a s , t h e b a z a a r , sm all-'■ holdings o f r u b b e r , and v e g e ­ t a b l e and o t h e r p l o t s a r e c o n f i n e d t o h a l f a s q u a r e m il e o r a l i t t l e o v e r 300 a c r e s . P a r t s o f t h e v i l l a g e a r e e v e r y b i t a s crow ded a s a c i t y .

A l l v i l l a g e s i n t h e S i n h a l e s e s e c t o r o f t h e c o u n t r y a r e n o t p o p u l a t e d s o l e l y by S i n h a l e s e . T am ils and Muslims a r e f r e q u e n t l y p a r t o f t h e v i l l a g e p o p u l a ­ t i o n , p a r t i c u l a r l y i n t h i s r e g i o n , Remuna, h o w e v e r, i s e n t i r e l y S i n h a l e s e , w i t h t h e s i n g l e e x c e p t i o n o f a Tam il b a r b e r .

The l a r g e s t c a s t e i n t h e v i l l a g e (8 0 $ ) i s t h e Goigama - t r a d i t i o n a l l y f a r m e r s . Then t h e r e i s t h e Vahumpura (15$) who a r e a l s o a s s o c i a t e d w i t h t h e l a n d .

J a g g e r y - m a k in g was an o c c u p a t i o n w h ich h a d a s p e c i a l connec t i o n w i t h t h i s c a s t e , b u t t h e Vahumpura i n Remuna have a l l b u t g i v e n i t up now. The o t h e r two c a s t e s a r e t h e Berawa

(drummers and d a n c e r s ) and t h e Radaw (w a sh e rm e n ). The Vahumpura h av e t h r e e n e ig h b o u r h o o d s t o t h e m s e l v e s w h i l e t h e Berawa a r e c o n c e n t r a t e d i n two p o c k e t s . The Radaw a r e s c a t t e r e d . I t i s o n ly i n t h e f o r e s t r e s e r v e w h ic h t h e g o v e rn m e n t h a s r e l e a s e d fro m tim e t o tim e t o r e l i e v e t h e p r e s s u r e on l a n d , t h a t t h e f o u r c a s t e s I n t e r m i n g l e .

w h ich was f o u n d e d by them a b o u t f i f t y y e a r s ago a s t h e r e s u l t o f a d i s p u t e o v e r a te m p le cerem ony. The b r e a c h h a s now b e e n h e a l e d t o a c o n s i d e r a b l e e x t e n t and t h e t e m p l e s

c o - o p e r a t e w i t h e a c h o t h e r when t h e n e c e s s i t y a r i s e s . Buddhism i s , o f c o u r s e , o n l y a p a r t o f a w id e r complex o f b e l i e f and p r a c t i c e . T here a r e many o t h e r r e l i g i o u s p r a c t i t i o n e r s b e s i d e s t h e monks i n t h e t e m p l e s .

T h ere i s much o c c u p a t i o n a l d i v e r s i t y i n Remuna.

A f a i r p r o p o r t i o n o f p e o p l e work o u t s i d e t h e v i l l a g e , some commuting t o Colombo. T h is i s p o s s i b l e b e c a u s e a v e r y a d e q u a t e b u s s e r v i c e c o n n e c ts Remuna w i t h H o ra n a,

t h r e e m i l e s away. Colombo and P a n a d u ra a r e e a s i l y r e a c h e d fro m t h e r e . I n t h e o t h e r d i r e c t i o n t h e r e i s a d i r e c t

b u s l i n k w i t h I t a l u t a r a w h ic h i s t h e d i s t r i c t c a p i t a l . Remuna h a d no s c h o o l a t t h i s t i m e . I n i t i a l i n s t r u c t i o n was a t t h e te m p le and f o r t h o s e who w a n ted a l i t t l e m o re, t h e s c h o o l o f t h e a r e a was on t h e H orana Road a b o u t two m i l e s away. At t h i s t i m e , t h e i n c r e a s i n g c o n t a c t w i t h p e r i ­ u r b a n a r e a s and t h e c h a n g e s t a k i n g p l a c e t h e r e would h av e made t h e more a m b i t i o u s o f Remuna h o u s e h o l d s aware

o f t h e a d v a n t a g e s o f a s a l a r i e d o c c u p a t i o n u n d e r g o v e r n ­ m e n t. U n le ss one was p r e p a r e d t o l e a v e t h e v i l l a g e ,

t e a c h i n g was t h e o n ly avenue open. T h is p r e f e r e n c e was c o n s o l i d a t e d t h r o u g h t h e p o l i c y o f e d u c a t i o n a l e x p a n ­ s i o n w h ic h t h e g o v e rn m e n t i s su p p o s e d t o h a v e f o l l o w e d a t t h i s t i m e . More s c h o o l s were e s t a b l i s h e d ( th o u g h none a t Remuna), e x i s t i n g o nes were im p ro v ed and schemes o f i n s p e c t i o n were i n t r o d u c e d . B u ses f i r s t b e g a n t o p l y on t h e r o a d s i n t h e a r e a i n a b o u t 1 9 1 8 , and i t s im m ed iate c o n s e q u e n c e was t h a t Colombo became more a c c e s s i b l e . The e x i s t i n g fo rm s o f t r a n s p o r t were b a d l y h i t and t h e r i v e r s e r v i c e u l t i m a t e l y d i s a p p e a r e d a l t o g e t h e r . But t h e volume o f t r a d e i n c r e a s e d . More t h i n g s were t a k e n t o Colombo and s o l d t h e r e , w h i l e more consum er goods became a v a i l a b l e i n t h e v i l l a g e . c o m p a r t m e n t . ) The number o f p i n g o - b e a r e r s who came i n t o Colombo p r o b a b l y i n c r e a s e d m a rk e d ly a t t h i s t i m e .

The s y s te m o f r o a d t r a n s p o r t w h ic h p r e v a i l e d a t t h i s tim e p e r m i t t e d i n d i v i d u a l o p e r a t o r s t o r u n t h e i r

I n 1931 C eylon was g i v e n a new c o n s t i t u t i o n , a 7

f e a t u r e o f w h ic h was u n i v e r s a l f r a n c h i s e . I n i t s wake came o t h e r c h a n g e s . L o c a l Government was g i v e n a

c e r t a i n e m p h a sis an d i n t h e r u r a l a r e a s e l e c t e d b o d i e s c a l l e d V i l l a g e C om m ittees were s e t up. A new p e r s o n ­ a l i t y , t h e V i l l a g e Committee Member t h u s a p p e a r e d on t h e s c e n e .

T h ere were a l s o ch an g e d i n t h e d i s t r i c t a d m in is ­ t r a t i o n . U n t i l t h e n t h e c h i e f a d m i n i s t r a t i v e o f f i c e r 3n a d i s t r i c t was t h e Government Agent and d i v i s i o n s w i t h i n t h e d i s t r i c t w ere c o n t r o l l e d by a M u d a lly a r t o whom t h e V i l l a g e Headman was d i r e c t l y r e s p o n s i b l e . The M u d a liy a r was c h o s e n on a c c o u n t o f t h e s t a n d i n g o f h i s f a m i l y and t h e i n f l u e n c e w h ic h he i s su p p o s e d t o h av e w i e l d e d r a t h e r t h a n f o r any a ca d em ic o r a d m i n i s t r a t i v e a b i l i t y . The a n e c d o t e s o f t h e tim e u s u a l l y r e p r e s e n t him a s b e i n g d e v o id o f b o t h , b u t p o s s e s s i n g enough c u n n in g and s h re w d n e s s t o e x p l o i t h i s o f f i c e t o maximum p e r s o n a l a d v a n t a g e . I n t h e new scheme t h e M u d a liy a r was r e p l a c e d by a D i v i s i o n a l Revenue O f f i c e r , a p r o f e s s i o n a l a d m i n i s ­ t r a t o r who was r e c r u i t e d p r i m a r i l y on t h e b a s i s o f h i s p e r f o r m a n c e a t an e x a m i n a t i o n . He w as, u n l i k e t h e M u d a l i y a r , t r a n s f e r a b l e a n d , a s f a r a s t h e v i l l a g e was c o n c e rn e d t h e i n t e n t i o n was t h a t he w ould be a much more e f f e c t i v e c h e c k on t h e headman.

The r a t e o f i n c r e a s e i n t h e p o p u l a t i o n was su c h , t h a t i f i n 1900 a man i n t h e s e a r e a s h a d t w i c e t h e l a n d t h a t h e c o u ld c o n v e n i e n t l y f a r m , b y t h e m i d - t h i r t i e s he h ad o n ly t w o - t h i r d s o f i t . The * l a n d p r o b l e m 1 h a d b e g u n and t h e g o v e rn m e n t was f o r c e d t o r e l e a s e l a n d fro m t h e r e s e r v e s . The v i l l a g e seems t o have r e a l i z e d a t a b o u t t h i s t i m e , and t h e n o t i o n h a s h a r d e n e d e v e r s i n c e , t h a t s u c h advan cem en t a s i t d e s i r e d c o u ld n o t come

t h r o u g h a g r i c u l t u r e b u t t h r o u g h e d u c a t i o n .

However, when t h e d e p r e s s i o n came and t h e p r i c e o f r u b b e r t o o k a s h a r p d i v e , t h e p e a s a n t f o u n d h i m s e l f w i t h o u t e i t h e r r u b b e r o r f r e e l a n d t o t r y w h a t­

e v e r e l s e m ig h t h a v e b e e n p r o f i t a b l e a t t h a t t i m e .

Added t o t h i s was t h e d i f f i c u l t y t h a t work on t h e p l a n t a ­ t i o n came t o a v i r t u a l h a l t .

Much t h a t b e g a n i n t h e e a r l i e r p e r i o d c o n t i n u e d w i t h a c c e l e r a t e d tempo a f t e r t h e war and p a r t i c u l a r l y a f t e r in d e p e n d e n c e i n 1 948. Com munications im p ro v e d ,

e d u c a t i o n a l o p p o r t u n i t i e s w id e n e d , t h e s t a t e and t h e v i l l a g e came i n t o much c l o s e r c o n t a c t and many more i te m s were

ad d ed t o t h e l i s t o f v i l l a g e n e c e s s i t i e s . However, t h e r e h a s b e e n l i t t l e , i f a n y , i n c r e a s e i n t h e p r o d u c t i v e o u t ­ p u t o f t h e v i l l a g e , e x c e p t i n te rm s o f an e d u c a t i o n w h ich f i t s t h e y o u t h o f t h e v i l l a g e f o r l i t t l e t h a t t h e c o u n tr y h a s t o o f f e r .

D u rin g , and j u s t a f t e r t h e w a r, t h e r e was a g i t a ­ t i o n f o r t h e e s t a b l i s h m e n t o f a s c h o o l i n t h e v i l l a g e . The m ain p ro b le m was a s u i t a b l e s i t e and a s m a ll g ro u p of p e o p le who were s p e a r h e a d i n g t h e cam paign a t t e m p t e d t o p e r s u a d e t h e ow ners o f c o n t i g u o u s b l o c k s i n a p a r t i c u l a r

s i t i o n o f a j u n i o r e d u c a t i o n became more c o n v e n i e n t .

s i v e l y . U n t i l t h e m i d - f i f t i e s su c h an e d u c a t i o n u s u a l l y l e d t o s u i t a b l e u r b a n o r s t a t e em ploym ent. T h e r e a f t e r , unemployment among t h o s e Who h ad h a d a s e c o n d a r y s c h o o l e d u c a t i o n w i t h a b i a s to w a r d s t h e h u m a n i t i e s , m ounted v e r y r a p i d l y .
