7.4 Advies voor toekomstige Urban Living Labs
Uit dit onderzoek volgen een aantal aanbevelingen voor zowel beleidsmakers die aan de slag moeten met de praktische toepassing van ULL’s en daarnaast voor andere actoren die de ULL-methode overwegen, zoals Bureau Marineterrein Amsterdam. De belangrijkste aanbevelingen zijn:
Een belangrijk aanknopingspunt voor de verbetering van het transitiepotentieel op basis van dit onderzoek, is het organiseren van de coördinatie en verantwoordelijkheden. Het organiseren van een transitiearena lijkt daartoe een passend instrument te zijn. Op basis van de theorie en dit onderzoek kan worden geconcludeerd dat de leden van een ULL niet alleen samengesteld moet zijn uit koplopers of strategen, maar ook uit uitvoerders die de experimenten daadwerkelijk in de praktijk moeten brengen. Daarnaast is het van belang dat de ULL bestaat uit zowel niche- als regimeactoren.
Een tweede aanknopingspunt voor verbetering dat kan worden omgezet in een aanbeveling voor toekomstige ULL’s, is om de leerprocessen te formaliseren en publiceren. Het formaliseren van de leerprocessen leidt ertoe dat actoren in de niche zelf leren. Het publiceren van de leerprocessen leidt ertoe dat de structuur om de niche heen ook leert. Op die manier kan daarnaast worden voorkomen dat innovaties blijven steken in kleinschalige experimenten en dat andere steden het wiel opnieuw moeten uitvinden.
In lijn met het voorgaande is de derde aanbeveling tot slot, om voorafgaand aan de organisatie van een nieuwe ULL actoren te betrekken met ervaring in hetzelfde transitieproces. Uit dit onderzoek blijkt deze ervaring – ongeacht de mate van transitiepotentieel – volop aanwezig te zijn in de Metropoolregio Amsterdam.
