1. ALGEMENE INFORMATIE

2. DE GESCHIEDENIS VAN DE NOORSE ALCOHOLMARKT
Oorspronkelijk dronken de Noren voornamelijk bier en gedistilleerde dranken. In de 19e eeuw werd Noorwegen echter geconfronteerd met een groter wordende alcoholproblematiek; door de liberale wetgeving en de vooruitgang in de productietechnologieën nam het gebruik van alcohol toe. Dit laatste resulteerde in actieve antialcoholcampagnes en een streng beleid. Op basis van een nationaal referendum werd de verkoop van gedistilleerde dranken en aperitieven in 1921 verboden.
Om de alcoholmarkt van bier en wijnen te reguleren werd in 1922 de ‘Vinmonopolet’, een besloten vennootschap onder controle van de regering, opgericht. De ‘Vinmonopolet’ had het exclusieve recht op productie, import, groothandel en verkoop van alcoholische dranken in Noorwegen.
Nadat de privébelangen geleidelijk werden opgekocht, kwam ‘Vinmonopolet’ in 1939 volledig in handen van de staat.
De belangrijkste opgave van ‘Vinmonopolet’ was de sociale en persoonlijke schade, die het nuttigen van alcohol kan veroorzaken, te beperken en ervoor te zorgen dat de leveranciers op gelijke voorwaarden toegang tot de markt kregen.
Het is slechts sinds 1 januari 1996 dat de Noorse regering, overeenkomstig de voorwaarden van het EER- verdrag, het invoer-, uitvoer- en groothandelsstaatsmonopolie voor alcoholische dranken heeft afgeschaft.
Het kleinhandelsmonopolie voor wijn en gedistilleerde dranken blijft echter bestaan. De verkoop aan de consument in heel Noorwegen gebeurt via ca. 335 retailwinkels in handen van de staat. Deze retailwinkels dragen nog steeds de naam ‘Vinmonopolet’. Het kleinhandelsmonopolie is niet van toepassing op bier met een alcoholvolumegehalte van minder dan 4,75%.
Een gemiddelde ‘Vinmonopolet’ heeft ongeveer 900 verschillende producten, goed voor 95% van de Noorse vraag. Sinds 2002 heeft ‘Vinmonopolet’ eveneens een webshop.

3. RETAIL
Bier en andere dranken met een alcoholgehalte tot 4,75% kan in de supermarkt verkocht worden. Voor bieren met een alcoholgehalte boven 4,75% moet men zich wenden tot de staatsmonopolies.
Ondanks de hoge invoertarieven is de vraag en het aanbod van buitenlandse bieren de laatste jaren sterk toegenomen en kan men in de staatsmonopolies verschillende soorten bieren uit diverse landen krijgen. De interesse voor speciaalbieren met een alcoholgehalte boven 4,75% is sterk gestegen, maar gezien het kleine prijsverschil tussen sterke bieren en wijn gaat de voorkeur naar de aankoop van wijn of sterke alcoholische dranken.
4. HORECA
De horeca wordt voornamelijk door groothandelaars/invoerders voorzien van alcoholische dranken. Het is vooral de wijn die het de laatste jaren vrij goed doet. De cafeetjes en bars waar men buitenlands bier schenkt nemen in aantal toe, maar men moet nog steeds van een beperkt marktaandeel spreken; zij zijn ook vooral gesitueerd in de grotere steden.
De Noren zijn vooral “pils” drinkers en het zijn dan ook de lokale brouwerijen die het monopolie van de Noorse horecamarkt in handen hebben.
5. VERKOOP
In 1995 kochten de Noren voor het eerst meer wijn dan gedistilleerde dranken per liter alcohol per volwassene. Sindsdien is de interesse van de Noren in wijn ieder jaar toegenomen. De verdeling van de verkoop van wijn is ongeveer 80% rode wijn en 20% andere wijnen (witte, rosé, port).
Zo rond midden jaren ‘90 werd de zogenaamde ‘pappvin’ (vrij vertaald: kartonwijn) of “bag-in-box” wijn geïntroduceerd. In het begin was de kwaliteit van deze wijnen zeer slecht, maar al snel werden deze verpakkingen populair bij de Noren. Voor zo’n 350-500 Nok (€35–50) heeft men een redelijke 3 liter BiB- wijn.

Daarnaast was er tot 2019 een toename in de grenshandel en een recordaantal reizigers die met het vliegtuig naar het buitenland gingen. Men kon daarom veronderstellen dat zowel de grenshandel als de taxfree verkoop het een stuk marktaandeel van de Vinmonopolet overnam. Door de Covid-19 pandemie in 2020 kwam hier echter een abrupt einde aan, doordat het reizen naar het buitenland zeer sterk afnam en doordat men niet meer over de grens kon gaan winkelen, nam het marktaandeel van de Vinmonopolet opnieuw enorm toe.

6. INVOERTARIEVEN OP ALCOHOLISCHE DRANKEN
Noorwegen heeft één van de meest uitgebreide regelgevingen voor de verkoop en marketing van alcoholhoudende dranken. De fundamenten van het Noorse beleid zijn het retailmonopolie, het verbod op reclame en de belastingen op alcohol.
Bij het invoeren van alcoholische dranken moet men rekening houden met de volgende invoertaksen:
Alcoholtaks:
1) Dranken gebaseerd op brandewijn boven de 0,7 %: 8,11 NOK per liter en per volumeprocent 2) Andere alcoholhoudende dranken:
a) Dranken met een alcoholgehalte tot en met 0,7% worden aanzien als niet-alcoholische dranken
b) met meer dan 0,7% tot en met 2,7% alcoholgehalte : 3,27 NOK per liter c) met meer dan 2,7% tot en met 3,7% alcoholgehalte : 12,28 NOK per liter d) met meer dan 3,7% tot en met 4,7% alcoholgehalte : 21,27 NOK per liter
e) met een alcoholgehalte boven de 4,7% tot en met 22% alcoholgehalte: 4,76 NOK per liter en per volumeprocent (wijnen en sterke bieren)
f) met meer dan 22% tot en met 60% alcoholgehalte : 8,11 NOK per liter en per volumeprocent (brandewijn)
Taks op verpakkingen:
1) Basistaks: eenheidsprijs: 1,27 NOK 2) Milieutaks:
a) 6,20 NOK voor glas en metaal b) 3,75 NOK voor plastiek
c) 1,53 NOK voor karton
De milieutaks kan tot 95% verminderen indien de verpakking geschikt is voor een recyclagesysteem.

7. TENDERS & PROCEDURE BIJ VINMONOPOLET
7.1 TENDERS
Vinmonopolet launches new products six times a year. Each launch has a special emphasis on products from a particular country, area or style.
Tenders
The basis for our tenders are customer demands and trends nationally and internationally. Detailed descriptions on new products to be launched are specified in the launch plan. All specifications are included in the launch plan and made available to our wholesalers to tender.
The launch plan is based on seasonal demand, trends and changes in our sales.

The documents contain specifications for the products to be launched, information regarding distribution and deadlines, and the parametres by which samples will be judged. Samples are always blind-tasted.
7.2 PROCEDURE
All our products come from suppliers with a wholesale agreement with Vinmonopolet.
Vinmonopolet purchases products from wholesaler either registered in the Directorate of Customs and Excise as liable for excise duty under Section 1-4c of the Alcohol Act, or a company with a licence to produce alcoholic beverages under Section 6-1 of the Alcohol Act.
Importing wine, spirits or beer containing over 4.75% alcohol by volume to Norway
In order to import alcoholic beverages into Norway, you must be a wholesaler. Enquire at your regional customs office for information about registration. Further information can be found at https://www.toll.no/.
Producing beer containing over 4.75 per cent alcohol by volume, wine or spirits in Norway
If you wish to start producing alcoholic beverages, you must have a government production licence. The agency responsible for granting and supervising government production licences is the Norwegian Directorate of Health. Once it has been determined whether the individual applicant satisfies the necessary legal requirements, the application for a production licence can be processed.

Applying for a wholesale agreement with Vinmonopolet
You can apply for a wholesale agreement with Vinmonopolet once you have been approved by the Directorate of Customs and Excise as a registered import/wholesale enterprise, or once you have obtained a production licence.
Vinmonopolet checks all applications against the Norwegian Directorate of Health’s licence register before approving them. By applying for a wholesale agreement with Vinmonopolet, the wholesaler accepts the current purchasing terms and conditions, delivery schedules and ethical guidelines.
By confirming the above, the wholesaler accepts the terms for entering into an agreement with AS Vinmonopolet. This agreement becomes legally binding once Vinmonopolet approves the application.
If the wholesaler chooses to contract a distributor to perform one or more of his responsibilities pursuant to this agreement, the wholesaler remains fully responsible for the fulfilment of his obligations, in the same way as if he had performed them himself.
Deliveries
A wholesaler has a duty to supply all of Vinmonopolet’s shops, as well as the online shop’s warehouse. The vast majority of deliveries to Vinmonopolet are performed by four distributors, who together account for over 99 per cent of deliveries to shops by volume. Wholesalers who make use of a distributor sign a separate sub-contract with the distributor. Wholesalers can also fulfil their own deliveries. All deliveries follow a fixed delivery schedule.
A distributor can also carry out other tasks on behalf of a wholesaler, such as electronic data exchange, invoicing, etc.
