INLIGTING AAN OUTEURS VAN AKADEMIESE EN WETENSKAPLIKE ARTIKELSStads- en Streekbeplanning publiseer artikels in Afrikaans of

Engels of enige ander amptelike taal. Die verlangde lengte vir ’n artikel is tussen 4 000 en 8 000 woorde, dubbelspasiëring in derde persoon geskryf.

• Voornemende outeurs moet ‘n elektroniese kopie van ’n artikel in MS Word formaat (oorspronklike word deur die outeur bewaar) voorlê deur dit per e-pos aan te stuur. (sien epos adres onderaan). Woordverwerking moet so eenvoudig moontlik gehou word om aflaai en bladuitleg te vergemaklik.

• Enige artikel toepaslik vir stads- en streekbeplanning, reeds taalversorg in ’n gemaklike skryfstyl, duidelik uiteengesit, word verwelkom.

• Die Redakteur behou die reg voor om veranderinge indien nodig, wat betref die styl en aanbieding, aan te bring. Sou aansienlike wysigings voorgestel word, sal die artikel eers na die outeur terugverwys word.

Kopiereg word aan Stads- en Streekbeplanning by aanvaarding van ’n artikel oorgedra.

• Titels moet kort en bondig en in beide Afrikaans en Engels en in die ander taal, indien van toepassing, verskaf word.

• Opsommings (nie meer as 150 woorde) moet aan die begin van die artikel in Afrikaans en Engels aangebied word. U mag ook ’n bykomende opsomming in enige ander amptelike taal voorlê, behalwe met redakteur anders gereël.

• Opskrifte en onderskrifte moet in Arabiese syfers met ’n punt na elk genommer word en daarna met hoogstens tot drie vlakke waarna ’n letter in hakies gebruik word bv. 1. en 1.1 gevolg deur 1.1.1 en daarna (a).

• Bronverwysings in die teks moet volgens die Harvardstyl (Outeur, datum: bladsynommer) van verwysing geskied, bv. (Healey, 1997: 201-202).

• Net egte voet- en eindnotas met die tersaaklike toeligting moet gebruik word. Die Harvardstyl van verwysing is hier van toepassing. • Die verwysingslys moet volledig in alfabetiese volgorde en volgens

die Harvardstyl van verwysing aangebied word, bv. HEALEY, P. 1997. Collaborative planning. London: McGraw-Hill.

• Afkortings moet vermy word, buiten in die geval van aanvaarde afkortings vir instellings en eers nadat dit vir die eerste keer voluit geskryf is, met die afkorting in hakies vir terugverwysing daarna. • Kursief moet nie oormatig gebruik word nie, indien wel, slegs vir konvensionele Latynse uitdrukkings soos per se en vir woorde in ander tale. Beklemtonings word in enkel-aanhalingstekens aangedui.

• Diagramme, kaarte en fotos moet verkieslik, in TIF of JPEG formaat, 300dpi resolusie, op ’n eie bladsy aangebring word. Rekenaar-grafika is welkom, EN ’n kopie wat kamera-gereed is op A4 papier moet ook verskaf word. Duidelik leesbare teks en aanwysings is noodsaaklik.

• Besonderhede van die oorsprong van ’n artikel moet aangedui word, soos byvoorbeeld in die geval van ’n referaat wat by ’n kongres gelewer is. Artikels word net vir keuring oorweeg indien vergesel van ’n verklaring dat dit nie elders vir publikasie voorgelê is of reeds gepubliseer is nie.

Artikels word anoniem beoordeel. Dus moet teks en opskrif sonder skrywer se naam of adres wees (op aparte vel). Outeurs kan die name en adresse van tot drie persone (nie aan hulle eie instansies van werk verbonde nie) wat geskikte beoordelaars is, voorlê. Indien moontlik sal een hiervan gebruik word.

• Outeurs wie se artikels geplaas word sal elk twee komplimentêre kopieë van die betrokke uitgawe van die Tydskrif vir Stads- en Streekbeplanning ontvang.

• Artikels moet vergesel word van die volledige titel, kwalifikasie en affiliasie, adres, telefoonnommer, faksimilee en e-posadres van die betrokke outeur of outeurs.

• Neem kennis dat ‘n publikasieheffing van R40 per bladsy op die artikels wat gepubliseer word, betaalbaar is.

NOTES FOR CONTRIBUTORS OF ACADEMIC AND SCIENTIFIC ARTICLESTown and Regional Planning publishes articles in Afrikaans or

English or any other official language. The desired length for an article is between 4 000 and 8 000 words, double-spaced in third person.

• A copy of the typed article must be submitted (authors keep the original) in electronic format (MS Word) forwarded via email (see address at bottom). The format must be kept as plain as possible for extracting and printing purposes.

• Articles on an applicable topic in town, urban and regional planning, well presented, written in any easy style and already proofread, will be considered for publishing.

• The Editor reserves the right to alter articles where necessary with regard to the style and presentation to bring it in line with the journal. If the referees propose large-scale changes, the article will be returned to the author for alterations.

Copyright is transferred to Town and Regional Planning when an article is accepted for publication.

• Titles must be short and concise, but informative. Supply suitable headings and sub-headings where necessary. Titles must be provided in both Afrikaans and English. The Editorial Staff can be of assistance here.

• Short summaries of no more than 150 words in English and Afrikaans, must be provided at the beginning of the article. (By choice also in any other official language, except if other arrangements were made with the editor).

• For sections and subsections use Arabic numbers with full stops in-between, i.e. 1. Followed by 1.1 and 1.1.1 up to the maximum of three levels. After that use an (a).

• Source references in the text must be in the Harvard style of referencing. i.e. (Healey, 1996: 201-202).

• Footnotes must also be in the Harvard style of referencing and be included at the bottom of the page (or at the end of the article). • The references list (in the Harvard style of referencing) must

contain all the relevant information, and be listed alphabetically according to the names of the authors, i.e. HEALEY, P. 1997.

• Abbreviations must be limited and only used for corporations etc. in general use, then only after it was written out in full at first, with the abbreviation in brackets. After this the abbreviated form is used.

Words in other languages and stereotyped Latin terms such as per

se must be in italics. Italics must be used sparsely. Emphasis must

be in single inverted commas.

• Diagrams, maps and photos must preferably be provided in Tif or Jpeg format, 300dpi resolution on separate pages to simplify scanning. Computer graphics are welcome, but must also be provided camera-ready on A4 paper. Clearly legible text and markings is a must.

• Details concerning the origin of the article must be indicated, i.e. if it was presented at a congress. An article will only be referred to the panel of referees if the author clearly states that it has not been submitted to other journals for publication.

• It is editorial policy to use a double-blind refereeing system, therefore the author’s name/address should not appear anywhere on the paper including on the cover page. Authors may submit the names and addresses of three persons (not members at own place of work) who might be qualified adjudicators. If possible one of the proposed experts will be asked to act as a referee. • Authors will each receive two complimentary copies of the edition

of the relevant number of the journal.

• The article must contain the title, qualifications and affiliation of the author(s). The address, telephone number, facsimile and e-mail address must also be provided, for easy accessibility.

• Note that a publication fee of R40-00 per page is payable for every article published.

ISSUES UNDERLYING NATIONAL PLANNING PRIORITIES

Since the end of apartheid, significant progress has been made in many areas to improve living conditions of the disadvantaged in South Africa. However, the South African nation is still plagued by challenges such as continuing social divisions, corruption and high unemployment. Specific challenges include unequal access to good public services, economic opportunities and resources. To address these challenges, the National Plan 2030 sets ambitious aims. It hopes to reduce inequality and eliminate poverty within its time horizon of 20 years. To achieve these aims, the Plan highlights several areas in which continued progress needs to be made: higher education and skill levels; better shelter; improved health, safety and social security; more employment opportunities, and more efficient transport facilities. The National Plan has set a target of 11 million new job opportunities by 2030, one million coming from land reform alone. In this drive, the focus is on what the Plan refers to as “sustainable employment opportunities” and “inclusive economic growth”, focusing on labour-absorbing industries with a potential of raising exports and competitiveness. The Plan highlights mineral resources and extracting industries as well as production and manufacturing in particular fields as areas of employment which could be improved upon. Construction, mid-skill processing, agriculture and agro-processing, tourism, business services, innovations, support for small businesses and small business agencies, financial institutions, public and private incubators, social and economic infrastructure, and the upgrading of informal settlements are specific issues that are targeted. “The economic and social legacy of colonialism and apartheid means South Africa’s rural areas are characterised by unusually high levels of poverty and joblessness.” The Plan sees potential in the creation of institutional capacity to deal with contested relationships between indigenous and constitutional institutions. ‘Reversing the spatial effects of apartheid’ is one of the National Plan’s primary objectives. Outcomes that are aimed at in this regard are denser and more liveable urban settlements that will bring people closer to employment opportunities, while rural settlements should balance social, cultural and agricultural needs.

Six papers are published in this edition, each one attempting to make a direct or indirect contribution in a specific area that was prioritised in the NDP 2030. Focusing on ways to improve the quality of planning information in South Africa, the first paper examines the causes of the

VRAAGSTUKKE ONDERLIGGEND AAN NASIONALE BEPLANNINGSPRIORITEITE Sedert die einde van apartheid is aansienlike vordering gemaak op baie terreine om die lewensomstandighede van benadeeldes in Suid-Afrika te verbeter. Ten spyte daarvan word die Suid-Afrikaanse gemeenskap nog steeds geteister deur uitdagings soos voortgesette sosiale verdeeldheid, korrupsie en hoë werkloosheid. Spesifieke uitdagings sluit ongelyke toegang tot goeie openbare dienste, ekonomiese geleenthede en hulpbronne in. Om hierdie uitdagings aan te spreek, stel die Nasionale Plan 2030 ambisieuse doelwitte voor. Dit hoop om ongelykhede te verminder en om binne die 20-jaar tydshorison armoede te elimineer. Dealing with the problem of differences in the classification of land uses among end users, the second paper presents an evaluation of various settlement typologies in South Africa and ways to reconcile them. The third paper presents an analysis of the economic and demographic performance of municipalities in South Africa based on Zipf’s approach. The impact of municipal capital investments on the reshaping of the structure of cities in South Africa is the theme of the fourth paper. The fifth paper explores the impact of the Maputo Development Corridor (MDC) on the socio-economic performance of municipalities along its axis, and the final paper investigates changes in the conditions of deprivation among the unemployed youth in South Africa. Ses artikels verskyn in hierdie uitgawe en elkeen probeer ’n direkte of indirekte bydrae maak op ’n spesifieke gebied wat as ’n prioriteit in die NDP 2030 uitgewys is. Die eerste artikel fokus op maniere om die gehalte van die beplanning van inligting in Suid-Afrika te verbeter, en kyk na die oorsake van die sensus-ondertelling en hoe daardie oorsake aangespreek kan word. Die tweede artikel handel oor die probleem van die verskille in die klassifikasie van grondgebruike onder eindgebruikers, en bied ’n evaluering van die verskillende tipologiese nedersettings in Suid-Afrika en maniere om dit te versoen. Die derde artikel doen ’n ontleding van die ekonomiese en demografiese prestasies van munisipaliteite in Suid-Afrika, gebaseer op Zipf se benadering. Die impak van munisipale kapitaalbeleggings op die verandering van die struktuur van stede in Suid-Afrika is die tema van die vierde artikel.
