1.0.0 26-01-2021 Naar aanleiding van de BREXIT is een certificaat ontwikkeld ten behoeve van de export van rundersperma naar Groot-Brittannië, dat vóór 31 december 2004 is gewonnen, behandeld en opgeslagen en dat wordt verzonden uit het spermacentrum waar het sperma is gewonnen. Deze instructie en het bijgevoegde certificaat beschrijven de eisen en de bijbehorende dekkingen voor het afgeven van dit certificaat.
1 DOEL EN TOEPASSINGSGEBIED
Deze instructie geldt voor het exporteren van rundersperma naar Groot-Brittannië. De instructie beschrijft de voorwaarden die gelden voor de invoer in Groot-Brittannië, de controles die de NVWA hiervoor moet uitvoeren, en de gegevens die het bedrijfsleven moet aanleveren aan de NVWA. Van deze instructie kan niet worden afgeweken.

3 DEFINITIES
Groot-Brittannië : Dit is het complete eiland dat bestaat uit de landen Engeland, Schotland en Wales. Ook de kleinere eilanden die direct om het hoofdeiland heen liggen zoals de Orkney Islands, de Shetland Islands en het eiland Wight worden bij Groot-Brittannië gerekend. De Kanaaleilanden en het Isle of Man horen niet bij Groot-Brittannië.
Verenigd Koninkrijk : Het Verenigd Koninkrijk bestaat uit de landen van Groot- Brittannië (Engeland, Schotland en Wales) plus Noord- Ierland. De volledige naam in het Engels is The United Kingdom of Great Britain and Northern Ireland.
Kanaaleilanden en Isle of Man : De Kanaaleilanden (Channel Islands) horen officieel niet bij Groot-Brittannië of het Verenigd Koninkrijk. De eilanden Jersey, Guernsey, Herm, Alderney en Sark vormen een zogeheten ‘crown dependency’ (autonome bezitting van de Britse kroon). Dit geldt ook voor het Isle of Man in de Ierse Zee. Het staatshoofd van de Kanaaleilanden en het eiland Man is de Britse koningin, maar dan in haar hoedanigheid van respectievelijk de Hertogin van Normandië en de Lord of Mann.

De export van rundersperma naar Groot-Brittannië is toegestaan (sperma van Bos taurus, Bos bison, Bos bubalis dat vóór 31 december 2004 is gewonnen, behandeld en opgeslagen overeenkomstig Richtlijn 88/407/EEG en dat wordt verzonden uit het spermacentrum waar het sperma is gewonnen).

Algemeen:
- Het certificaat is beschikbaar in het systeem e-CertNL.
- Het certificaat dient niet te worden geprint op waardepapier, maar op blanco papier.
- Verwijzingen naar Groot-Brittannië in de instructie en/of het certificaat omvatten tevens de export naar de Kanaaleilanden en het Isle of Man.
- Raadpleeg vooraf de instructie Tijdelijke Maatregelen Derde Landen (TMDL-01) op mogelijke
exportbeperkingen. Als in de TMDL-01 informatie staat die in strijd is met een landeninstructie dan is de informatie vermeld in de TMDL-01 leidend.

Verklaring 1:
The Netherlands has been free from rinderpest and foot-and-mouth disease during the 12 months immediately prior to collection of the semen for export and until its date of dispatch and no vaccination against these diseases has taken place during the same period;
Het eerste deel van deze verklaring (“free from rinderpest and foot-and-mouth disease”) kanworden afgegeven na controle van de dierziektesituatie in Nederland. Runderpest en mond-en-klauwzeer (MKZ) zijn aangifteplichtige dierziekten in Nederland voor de genoemde periode. Informatie over de
dierziektesituatie in Nederland is hier te vinden.
Het tweede deel van deze verklaring (“no vaccination”) kan worden afgegeven op basis van EU- en nationale regelgeving.Vaccinaties tegen runderpest en mond- en klauwzeer (MKZ) zijn momenteel niet toegelaten.
Verklaring 2:
The semen described above was collected before 31 December 2004 at the semen collection centre which:
Deze verklaring kan worden afgegeven na controle door de certificerende NVWA-dierenarts.
Verklaring 2.1:
Meets the conditions laid down in Chapter I of Annex A to Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in Hoofdstuk I van Bijlage A van Richtlijn 88/407/EEG.
Verklaring 2.2:
Is operated and supervised in accordance with the conditions laid down in Chapter II of Annex A to Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in Hoofdstuk II van Bijlage A van Richtlijn 88/407/EEG.
Verklaring 3:
The centre at which the semen to be exported was collected was free from rabies, tuberculosis,
brucellosis, anthrax and contagious bovine pleuropneumonia during the period commencing 30 days prior to the date of collection of the semen to be exported and the 30 days after collection;
Deze verklaring kan worden afgegeven voor een Nederlands erkend spermacentrum, op grond van het vereiste in Bijlage C (art. 1g) van Richtlijn 88/407/EEG.
Verklaring 4:
At the time semen described above was collected, all bovine animals standing at the semen collection centre:
Verklaring 4.1:
Came from herds and/or were born to dams which satisfy the conditions of paragraph 1(b) and (c) of Chapter I of Annex B to Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in punt 1(b) en (c) van Hoofdstuk I van Bijlage B van Richtlijn 88/407/EEG.
Verklaring 4.2:
Had tested negative, within the 28 days preceding the quarantine isolation period, to the tests referred to in points 1(d)(i), (ii), (iii), (iv) and (v) of Chapter I of Annex B to Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in punt 1(d) van Hoofdstuk I van Bijlage B van Richtlijn 88/407/EEG.
Verklaring 4.3:
Had undergone the 28-day quarantine isolation period and had tested negative to the tests referred to in points 1(e)(i), (ii), (iii), (iv) and (v) of Chapter I of Annex B to Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in punt 1(e) van Hoofdstuk I van Bijlage B van Richtlijn 88/407/EEG.
Verklaring 4.4:
Had tested negative, at least once a year, to the routine tests referred to in point 1 of Chapter II of Annex B to Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in punt 1 van Hoofdstuk II van Bijlage B van Richtlijn 88/407/EEG.
Verklaring 5:
The semen to be exported was obtained from donor bulls which:
Verklaring 5.1:
Satisfy the conditions laid down in Annex C of Directive 88/407/EEC;
Deze verklaring kan worden afgegeven indien het sperma afkomstig is van een Nederlands erkend spermacentrum, op grond van het vereiste in Bijlage C van Richtlijn 88/407/EEG.
Verklaring 5.2:
Either(1) Were resident in the Netherlands during the 6 months immediately prior to collection of the semen for export;
Or(1) Were imported from ……… after spending less than 6 months in the Netherlands and at the time of import satisfied the animal health conditions applying to donors of the semen which is intended for export to Great Britain;
De niet van toepassing zijnde optie moet worden doorgehaald.
De eerste optie van deze verklaring kan worden afgegeven op basis van de runderpaspoorten /
levensloopdocumenten van de donorstieren, waaruit blijkt dat de donorstieren gedurende zes maanden onmiddellijk voorafgaand aan de spermawinning in Nederland hebben verbleven.
De tweede optie van deze verklaring is van toepassing op donorstieren die minder dan zes maanden onmiddellijk voorafgaand aan de spermawinning in Nederland zijn geïmporteerd. De tweede optie van deze verklaring kan worden afgegeven op basis van de importcertificaten / TRACES-certificaten behorende bij de donorstieren.
Verklaring 5.3:
Either(1) Have not been vaccinated against infectious bovine rhinotracheitis;
Or(1) Have been vaccinated against infectious bovine rhinotracheitis;
Deze verklaring kan worden afgegeven op basis van een verklaring met gelijke strekking van de aan het spermacentrum verbonden dierenartspracticus. De optie die niet van toepassing is moet worden
doorgehaald.
Verklaring 6:
The semen to be exported was collected after the date on which the centre was approved by the competent authority of the Netherlands;
Deze verklaring kan worden afgegeven voor een Nederlands erkend spermacentrum.
Verklaring 7:
The semen to be exported was processed, stored and transported under conditions which satisfy the terms of Directive 88/407/EEC prior to its amendment by Directive 2003/43/EC.
Deze verklaring kan worden afgegeven voor een Nederlands erkend spermacentrum, op grond van het vereiste in Richtlijn 88/407/EEG.
5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN
De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat.

- Identification number shall correspond to the official identification of the animal.
- Date of collection shall be prior to 31 December 2004 and indicated in the following format: dd/mm/yyyy.
- Approval number of the centre shall correspond to the approval number of the approved semen collection centre where the semen was collected.
