1.0.0 12-01-2021 Naar aanleiding van de BREXIT is een certificaat ontwikkeld ten behoeve van de tijdelijke export van geregistreerde paarden naar Groot-Brittannië. Deze instructie en het bijgevoegde certificaat beschrijven de eisen en de

bijbehorende dekkingen voor het afgeven van dit certificaat.

1 DOEL EN TOEPASSINGSGEBIED

Deze instructie geldt voor de permanente export van geregistreerde paarden naar Groot-Brittannië. De instructie beschrijft de voorwaarden die gelden voor de invoer in Groot-Brittannië, de controles die de NVWA hiervoor moet uitvoeren, en de gegevens die het bedrijfsleven moet aanleveren aan de NVWA.

Van deze instructie kan niet worden afgeweken.

• Handelsovereenkomst tussen Groot-Brittannië en EU.

3 DEFINITIES

Groot-Brittannië : Het complete eiland dat bestaat uit de landen Engeland, Schotland en Wales. Ook de kleinere eilanden die direct om het hoofdeiland heen liggen zoals de Orkney Islands, de Shetland Islands en het eiland Wight worden bij Groot-Brittannië gerekend. De Kanaaleilanden en het Isle of Man horen niet bij Groot-Brittannië.

Verenigd Koninkrijk : Het Verenigd Koninkrijk bestaat uit de landen van Groot-Brittannië (Engeland, Schotland en Wales) plus Noord-Ierland. De volledige naam in het Engels is The United Kingdom of Great Britain and Northern Ireland.

Kanaaleilanden en Isle of Man

: De Kanaaleilanden (Channel Islands) horen officieel niet bij Groot-

Brittannië of het Verenigd Koninkrijk. De eilanden Jersey, Guernsey, Herm, Alderney en Sark vormen een zogeheten ‘crown dependency’ (autonome bezitting van de Britse kroon). Dit geldt ook voor het Isle of Man in de Ierse Zee. Het staatshoofd van de Kanaaleilanden en het Isle of Man is de Britse koningin, maar dan in haar hoedanigheid van respectievelijk de Hertogin van Normandië en de Lord of Mann.

geregistreerde paard : Geregistreerde paarden zijn alleen stamboekpaarden en FEI-paarden.

Niet alle paarden met een paspoort uitgegeven door een stamboek zijn echter geregistreerde paarden. Dat is alleen het geval als de

afstammingsgegevens zijn opgenomen in het paspoort en het paspoort een stamboeklogo heeft.

KNHS-paspoorten zijn geen geregistreerde paarden, behalve als ze een FEI-kaft hebben (KNHS geeft in Nederland de FEI-paspoorten uit).

VIVA Veterinary in Hardenberg is een paspoort uitgevende instantie (ppi) die geen stamboek is en dus alleen paspoorten uitgeeft voor fok- en gebruikspaarden.

geregistreerde paard : Een dier van de soort Equus caballus dat is geregistreerd zoals

omschreven in Richtlĳn 90/427/EEG en dat wordt geïdentificeerd door middel van een identificatiedocument dat is afgegeven door:

i) de met het fokken belaste instantie of een andere bevoegde autoriteit van het land van oorsprong van het dier die het

stamboek of het register voor het desbetreffende ras beheert, of ii) een internationale vereniging of organisatie die paarden beheert

met het oog op wedstrĳden of wedrennen;

4 WERKWIJZE

De permanente export van geregistreerde paarden naar Groot-Brittannië is toegestaan.

• Certificaat: zie bijlage Toelichting bij het certificaat:

Algemeen:

- Het certificaat is beschikbaar in het systeem e-CertNL.

- Het certificaat dient niet te worden geprint op waardepapier, maar op blanco papier.

- Verwijzingen naar Groot-Brittannië in de instructie en/of het certificaat omvatten tevens de export naar de Kanaaleilanden en het Isle of Man.

- Het certificaat is opgesteld in het enkelvoud; m.a.w. één dier per certificaat.

- Het te exporteren paard mag alleen afkomstig zijn uit Nederland, een van de overige EU-lidstaten, of Noorwegen. Het te exporteren paard mag dus niet afkomstig zijn uit een derde land.

- Voor de export van levende dieren vanuit een EU-lidstaat naar Groot-Brittannië geldt dat per 01-01-2021 vergunningen voor vervoerders, getuigschriften van vakbekwaamheid en certificaten van goedkeuring van vervoermiddelen die zijn afgegeven door een EU-lidstaat, niet geldig zijn voor het vervoer in Groot-Brittannië. Vervoerders die Groot-Brittannië binnenkomen of doorreizen moeten per 01-01-2021 in het bezit zijn van een vergunning voor vervoerders, een getuigschrift van

vakbekwaamheid en een certificaat van goedkeuring van het vervoermiddel die is afgegeven door Groot-Brittannië.

- Raadpleeg vooraf de instructie Tijdelijke Maatregelen Derde Landen (TMDL-01) op mogelijke

exportbeperkingen. Als in de TMDL-01 informatie staat die in strijd is met een landeninstructie dan is de informatie vermeld in de TMDL-01 leidend.

ANIMAL HEALTH ATTESTATION

I, the undersigned official veterinarian, hereby certify that, the animal described in Table I:

Verklaring 1:

Is a registered horse as defined in Article 2(c) of Commission Implementing Regulation (EU) 2018/659;

Deze verklaring kan worden afgegeven na controle van het paardenpaspoort van het te exporteren paard.

Verklaring 2:

Was examined today and found free of clinical signs of disease and of obvious signs of ectoparasite infestation;

Deze verklaring kan worden afgegeven op basis van een klinische inspectie door de certificerende NVWA- dierenarts.

Verklaring 3:

Is not intended for slaughter under a national programme of infectious or contagious disease eradication;

Deze verklaring kan worden afgegeven op basis van EU- en nationale regelgeving.

Verklaring 4:

Either⁽¹⁾ Does not come from the territory or part of the territory of a Member State or Norway which is the subject of restrictions for reasons of African horse sickness;

Or⁽¹⁾ It comes from the territory or part of the territory of a Member State or Norway, which is subject to restrictions for reasons of African horse sickness, has remained for at least 40 days

prior to dispatch in the vector proved quarantine station in the Netherlands and has undergone a test for the detection of antibodies to the African horse sickness virus as described in Annex IV to Directive 2009/156/EC carried out simultaneously on blood samples taken on two occasions with an interval of between 21 and 30 days on ……… (insert date) and during the 10 days prior to dispatch on ……… (insert date).

Het te exporteren paard mag alleen afkomstig zijn uit Nederland, een van de overige EU-lidstaten, of Noorwegen. Het te exporteren paard mag dus niet afkomstig zijn uit een derde land.

De eerste optie van deze verklaring kan worden afgegeven na controle van de dierziektesituatie in het land waaruit het te exporteren paard afkomstig is. Afrikaanse paardenpest is een aangifteplichtige dierziekte. Informatie over de dierziektesituatie is hier te vinden.

De tweede optie van deze verklaring is van toepassing indien het land waaruit het te exporteren paard afkomstig is, is onderworpen aan beperkingen ten gevolge van Afrikaanse paardenpest.Informatie over de dierziektesituatie is hier te vinden.

De tweede optie van deze verklaring kan worden afgegeven wanneer het te exporteren paard gedurende ten minste de laatste veertig (40) dagen voorafgaand aan de export naar Groot-Brittannië heeft

verbleven in een door de NVWA goedgekeurde pre-export isolatievoorziening (zie instructie “pre-export quarantaine en isolatie (HORQU-01)) én op basis van een negatieve laboratoriumuitslag (indien het te exporteren paard niet is gevaccineerd tegen Afrikaanse paardenpest) of een stabiele antilichaamtiter (indien het te exporteren paard is gevaccineerd tegen Afrikaanse paardenpest) van het te exporteren paard. De laboratoriumuitslagen dienen afkomstig te zijn van het WBVR en dienen te worden aangeleverd door belanghebbende. De vaccinatiegegevens dienen zich te bevinden in het paardenpaspoort van het te exporteren paard. Over de pre-export isolatie en de bijbehorende knuttenbeschermende maatregelen moeten werkafspraken worden gemaakt tussen belanghebbende en de NVWA.

Knuttenbeschermende maatregelen tijdens de pré-export isolatieperiode zijn:

• In de pre-export isolatieruimte zijn alle openingen afgedekt met fijnmazig gaas, de diameter van het gaas is maximaal 3 millimeter;

• De pre-export isolatieruimte is, de dag voordat het te exporteren paard erin geplaatst wordt, behandeld met daartoe toegelaten insecticiden / insectwerende middelen. Belanghebbende moet aantonen welk middel is gebruikt;

• Het te exporteren paard is direct na plaatsing in de pre-export isolatieruimte behandeld met daartoe toegelaten insecticiden / insectwerende middelen. Belanghebbende moet aantonen welk middel is gebruikt;

• Beide behandelingen dienen herhaaldelijk te worden toegepast, conform de voorschriften van de bijsluiter;

• Alle behandelingen dienen te worden vastgelegd in het logboek van de pré-export isolatie, met vermelding van het gebruikte insecticide / insectwerende middel en een kopie van de aankoopnota van de gebruikte insecticiden / insectwerende middelen.

Verklaring 5:

Verklaring 6:

Has not been obtained from a holding which was subject to prohibition for animal health reasons, which laid down at least one of the following conditions

Either Not all animals on the holding of species susceptible to the diseases mentioned hereafter were slaughtered and the prohibition lasted for at least:

a. In the case of equidae suspected of having contracted dourine

Either Six months beginning on the date of the last actual or possible contact with a sick or infected with Trypanosoma equiperdum animal;

Or In the case of a stallion until the animal is castrated;

b. In the case of glanders, six months beginning on the day on which the equidae suffering from the disease or subjected with positive result to a test for the detection of the causative pathogen Burkholderia mallei or antibodies to that pathogen, were killed and destroyed;

c. In the case of equine encephalomyelitis of any type, six months beginning on the day on which the equidae suffering from the disease have been slaughtered, except in case of West Nile virus infection, where the period of six months begins on the day the equidae died, have been removed from the holding or fully recovered;

d. In the case of infectious anaemia, until the date on which, the infected animals having been slaughtered, the remaining animals have shown a negative reaction to two Coggins tests carried out three months apart;

e. In the case of vesicular stomatitis, six months from the last case;

f. In the case of rabies, one month from the last case;

g. In the case of anthrax, 15 days from the last case;

Or Following cases of dourine, glanders, equine encephalomyelitis, infectious anaemia, vesicular stomatitis, rabies or anthrax, all animals on the holding of species susceptible to the disease in question were slaughtered or killed and the prohibition lasted for 30 days or 15 days in the case of anthrax, beginning on the day on which, following the destruction of the animals, the

disinfection of the premises, was satisfactorily completed;

Deze verklaring kan worden afgegeven op basis van EU- en nationale regelgeving.

Verklaring 7:

And to the best of my knowledge, it has not been in contact with equidae suffering from an infectious or contagious disease in the 15 days prior to this declaration;

Deze verklaring kan worden afgegeven op basis van een houdersverklaring met gelijke strekking.

Verklaring 8:

And at the time of the inspection, it was fit to be transported on the intended journey in accordance with the provisions of Regulation (EC) No 1/2005;

Deze verklaring kan worden afgegeven op basis van EU- en nationale regelgeving én op basis van een klinische inspectie door de certificerende NVWA-dierenarts.

5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN

De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat.

Notes:

- References to European Union legislation within this certificate are references to direct EU legislation which has been retained in Great Britain (retained EU law as defined in the European Union (Withdrawal) Act 2018).

- References to Great Britain in this certificate include Channel Islands and Isle of Man.

- Registration number (railway wagons or container and lorries), flight number (aircraft) or name (ship) and other relevant information is to be provided. In case of unloading and reloading, the consignor must inform the competent authority of GB.

- The container number and the seal number (if applicable) should be included - Point of entry: Do not use this until the end of the transitional staging period.

- The animal must bear an individual identifier which permits linking the animal to the identification document as defined in Article 2(b) of Commission Implementing Regulation (EU) 2018/659. Specify the identification system (such as ear tag, tattoo, brand, transponder) and the anatomic place used on the animal.

The number of the accompanying passport must be stated.

- Age: Date of birth (dd/mm/yyyy).

- Sex (M = male, F = female, C = castrated).

This health certificate shall:

(a) Be issued on the day of loading or on the last working day before loading of the animal for dispatch to GB;

(b) Be drawn up in at least a language understood by the certifying officer and in English;

(c) Be made out to a single consignee;

(d) Be signed and stamped in a colour different to the colour of the printing;

(e) Consist of a single sheet of paper or all sheets of paper required are part of an integrated whole and indivisi- ble by inserting page numbers and the total number of pages, and each page shall bear the certificate refer- ence number at the top of the page and those pages are stapled and stamped.
