adat 2005 een intens jaar van verandering was, is ook in 2006 aan het IOB hard gewerkt aan vernieu- wing. De oprichting in 2005 van de vier themagroepen heeft op een natuurlijke wijze geleid naar een hervorming van de Masterprogramma’s, vermits onderwijs en onderzoek nog beter op elkaar moesten worden afgestemd. Gedurende de eerste helft van 2006 werd de programmahervorming grondig voorbereid. Dit proces leidde naar de beslissing vanaf oktober 2007 drie hernieuwde Masterprogramma’s aan te bieden:

- Development Evaluation and Management;

- Governance and Development in Sub-Sahara Africa; en - Globalisation and Development.

De kleine naamswijziging van twee van de drie programma’s weerspiegelt een aanpassing van de focus: van eerder monodisciplinair economisch wordt “Globalisation and Development” meer uitdrukkelijk interdisciplinair, terwijl de reeds eerder bestaande nadruk op Sub-Sahara Afrika van “Governance and Development” wordt ge- expliciteerd. Belangrijker dan de wijziging van naam is echter de diepgaande inhoudelijke en methodologische hervorming van de nieuwe programma’s. De opbouw wordt modulair, de leervormen worden nog uitdrukkelijker studentactiverend dan in het verleden reeds het geval was, het rekruteringsveld –middle level professionals- noopt tot sterkere specialisatie en een grotere nadruk op methoden en technieken, en het onderwijs wordt nog meer dan vroeger onderzoeksgebaseerd. Door deze combinatie van inhoud, opbouw en methodologie gelooft het Instituut dat deze programma’s uniek zijn.

N.a.v. zijn vijfde verjaardag en van de veertigste verjaardag van ontwikkelingsstudies aan de Universiteit Antwer- pen organiseerde het IOB op 16 en 17 november 2006 een internationale conferentie rond het thema “Challenging the Poverty Reduction Paradigm”. Wereldwijd gerenommeerde sprekers en deelnemers wisselden in boeiende plenaire en parallelle zittingen van gedachten over de nieuwe hulparchitectuur. Naast het inhoudelijke gehalte van deze bijeenkomst gaf ze het Instituut tevens de kans zich internationaal te profileren en aan netwerking te doen die ook in de toekomst vruchten zal afwerpen.

In toepassing van de beheersovereenkomst die in 2005 werd afgesloten met de Vlaamse overheid werd een beleidsplan opgesteld voor de periode 2007-2011. Het werd op 29 november 2006 goedgekeurd door de Vlaamse minister van Onderwijs en Vorming. Gedurende de tweede helft van 2006 werd het zelfevaluatierapport (ZER) opgesteld ten behoeve van de visitatie die begin mei 2007 plaatsvindt voor rekening van de NVAO met het oog op de heraccreditatie van de Masterprogramma’s. Zowel het beleidsplan als het ZER kunnen worden geconsulteerd op de website van het Instituut. Beide geven een goed zicht op waar het IOB staat en heen wil.

tudentenstatIstIeken Academiejaar 2005-2006

Op een totaal van 42 ingeschreven studenten behaalden 37 studenten het MA-diploma, waarvan 12 in Gouvernance et Développement (G&D), 9 in Globalisation et Développement Economique (GDE) en 16 in Evalua- tion et Gestion du Développemen (EGD). Eén student behaalde de groot- ste onderscheiding, 4 studenten behaalden een grote onderscheiding, 24 studenten behaalden een onderscheiding en 8 een voldoening. De gedi- plomeerden hadden 16 nationaliteiten: België, Benin, Burundi, DR Congo, Ecuador, Guinee, Haïti, Italië, ivoorkust, Kameroen, Peru, Rwanda, Sene- gal, Togo, Tsjaad en Vietnam.

Academiejaar 2006-2007

1014 aanvragen werden ontvangen, waarvan 147 dossiers onvolledig waren en/of te laat werden ingeleverd en bijgevolg niet werden voorgelegd aan de selectiecommissie. Van de volledige kandidaturen werden 241 (27,8

%) studenten toegelaten; hiervan schreven 55 studenten (22,82 % van de aanvaarde kandidaten) zich in. Per programma zijn dat 19 studenten voor Development Evaluation and Management, 21 studenten voor Gover- nance and Development en 15 studenten voor Globalisation and Economic Development. De ingeschreven studenten hebben 24 verschillende nationaliteiten: Armenië (1), Bangladesh (2), België (1), Bolivia (2), Colombia (1), Ecuador (2), Eritrea (1), Ethiopië (12), Filippijnen (4), Gambia (1), Ghana (1), Indonesië (1), Jordanië (1), Kameroen (6), Malawi (4), Nederland (2), Nepal (2), Nicaragua (1), Oeganda (3), Rusland (1), Sierra Leone (1), Verenigd Ko- ninkrijk (2), Verenigde Staten van Amerika (1) en Vietnam (2).

Inschrijvingsgelden en kosten t.b.v. studenten

Het normale inschrijvingsgeld voor de MA programma’s bedraagt 1000 €.

Beursstudenten betalen 80 €. Hierbij mag worden opgemerkt dat dit on- derscheid in het geval van het IOB paradoxaal is, vermits vele niet-beursstudenten over minder financiële middelen beschikken dan beursstudenten. Om aan deze situatie te verhelpen, stemde het Bureau van de VLIR tijdens zijn vergadering van 23 juni 2006 in met het advies van het Bureau Universitaire Ontwikkelingssamenwerking (UOS) om alle studenten afkomstig uit ontwikkelingslanden het laagste barema aan te rekenen, tenzij zou blijken dat betrokkene voldoende vermogend is. Vanaf het academiejaar 2007-2008 betalen bijgevolg alle studenten afkomstig uit een land dat figureert op de OESO-DAC lijst het inschrijvingsgeld t.b.v. 80€.

Alle andere studenten blijven het normale inschrijvingsgeld betalen.

Het IOB neemt, geheel of ten dele, de kost op zich van een aantal activiteiten ten behoeve van de studenten (taalcursussen, studiereizen, recrea- tieve activiteiten). In 2006 was hiermee een bedrag gemoeid van € 13.326.

Daarnaast ontvangt het IOB van de Universiteit Antwerpen sociale gelden Gedetailleerde studentenstatistieken 2005-

2006 worden weergegeven in bijlage 7.

€ 1.500 onder de vorm van financiële tussenkomsten en/of maaltijdtickets voor het studentenrestaurant.

Het IOB richtte in 2006 de volgende Master-programma’s in:

• Globalisation and Economic Development - Globalisation et développe- ment économique;

• Governance and Development –Gouvernance et développement;

• Development Evaluation and Management - Evaluation et gestion du développement

De kwaliteit van het onderwijs van de MA programma’s wordt bewaakt door de drie programmaraden. Op het niveau van het instituut is dat de onderwijscommissie. Deze laatste heeft tgo. de Raad van het Instituut de volgende formele adviesbevoegdheden: programma-overschrijdend overleg en coördinatie, bewaking van equivalentie inzake selectie van studenten en inzake kwaliteit en werklast, kortlopende programma’s en externe onderwijsinitiatieven, interne kwaliteitscontrole, organisatie en uitvoe- ring van evaluatie van het AP, en formulering van profielen bij vacatures.

Het IOB-UA heeft in 2006 twee internationale trainingprogramma’s (ITP) ingericht. Het programma “PRSP and Civil Society Participation” (pro- motoren: R. Renard en N. Molenaers) vond plaats van 4 april tot 13 mei 2006; 15 studenten van 9 verschillende nationaliteiten waren ingeschreven (Ethiopië, Ghana, Kameroen, Kenia, Nepal, Oeganda, Tanzania, Viet- nam en Zimbabwe). Het programma “Engendering Development Policy, Projects and Organisations” (promotor: N. Holvoet) liep van 14 september tot 15 november 2006 voor 13 studenten van 8 verschillende nationaliteiten (Ethiopië, India, Kameroen, Nepal, Oeganda, Tanzania, Vietnam en Zimbabwe).

Eén van de gevolgen van de organisatie in themagroepen was de beslissing, genomen in 2005 na lang overleg, om een doctoraatsprogramma in te richten. Het instituut onderscheidt twee soorten “IOB-doctoraten”:

1. het gezamenlijk doctoraat met de UA-faculteiten TEW en PSW, waarbij het onderzoek wordt uitgevoerd in het kader van een themagroep en onder leiding van een (co-)promotor van het IOB;

2. het extern door een AAP-lid uitgevoerde doctoraat aan een andere Bel- gische of buitenlandse universiteit, waarbij het onderzoek plaatsvindt in het kader van een themagroep en onder medebegeleiding van een co- promotor van het IOB.

In de loop van 2006 nam deze nieuwe doctoraatsopleiding een aanvang, na de opstelling van een aanvullend reglement en afspraken met de faculteiten TEW en PSW van de Universiteit Antwerpen. Het is de bedoe- ling zeer restrictief om te springen met toelatingen tot dit programma.

Met name moeten de onderzoeksthema’s naadloos aansluiten bij de agenda van een themagroep, waarin de doctorandi overigens als vol- waardige leden worden ingeschakeld.

Met het oog op het realiseren van dit programma werd op 14 april 2005 een overeenkomst gesloten met de Nederlandse onderzoeksschool CE- RES (Research School for Resource Studies for Development) met zetel in Utrecht.

De onderzoekscommissie bestaat uit alle voltijdse leden ZAP, de verte- genwoordigers in de Raad IOB van het deeltijds ZAP, de leden van het vol- tijds AAP en de voltijdse onderzoekers voorzover hun contract een duur- tijd heeft van minstens één jaar. De onderzoekscommissie is enerzijds een forum voor overleg, informatie-uitwisseling en coördinatie en anderzijds de plaats waar de onderzoeks- en publicatiestrategie van het Instituut wordt voorbereid en besproken.

In het licht zowel van de ervaring in huis opgedaan als van de aanbevelin- gen van een evaluatiecommissie die in 2004 het instituut bezocht, werd de grondslag voor een structurele hervorming gelegd tijdens een residentieel seminarie in december 2004. Eind 2005 werden vier themagroepen (TG) opgericht, die sedert 2006 volledig operationeel zijn. Hoewel de basis van de identificatie het onderzoek is, staan deze TG ook in voor onderwijs en dienstverlening.

Meer bepaald voor het onderzoek zijn deze TG de hoekstenen van het In- stituut. De weerhouden thema’s zijn relatief preciese niches waarin het IOB nu reeds een zeker comparatief voordeel heeft en waar onderzoeksa- genda’s worden uitgebouwd met de ambitie internationaal mee te spelen.

Deze stroomlijning wordt beoogd op alle gebieden: fundamenteel en toe- gepast onderzoek, doctoraatsonderzoek, beleidsondersteunende dienstverlening, en (internationale) samenwerkingsverbanden. De TG zijn thans de volgende (de voorstelling gebeurt in het Engels omdat deze groepen intern en extern in deze taal communiceren):

TG “Aid Policy” (AP) members have varied but complementary research backgrounds and geographical expertise. They share an interest in the

“new aid architecture” that arose around the turn of the millennium, and in particular the PRSP approach. The major focus is on macro aspects of aid such as the use of selectivity and ex post conditionality, the increased attention to institutional and governance issues, the involvement of civil society as a process conditionality, the use and modalities of budget support, and the macroeconomic challenges of scaling up aid to Africa. Se- veral members also have a keen interest in the methodological and institutional aspects of monitoring and evaluating aid, which provides another useful angle from which the new aid architecture can be examined.

IOB Jaarverslag 2006 Juni 2007 - 21 TG “Political Economy of the Great Lakes Region” (PEGL). Political eco-

nomy is about “the distribution of income, wealth and power among the different groups in society” (Ricardo 1820). This TG applies this intellectual tradition to the developments in Sub-Sahara Africa and more specifically in the Great Lakes Region. Its defining features are its inter-disciplinary nature and its geographical scope, which provide ample opportunities for the study of transformation processes at different levels, from local development experiences over regional conflicts to issues of global interest. As the countries of the Great Lakes Region are witnessing different stages of conflict and reconstruction, the research agenda of this TG can be captu- red under the heading “From conflict to inclusive development”.

TG “Poverty & Well-Being as a (local) Institutional Process” (PIP).

The research of this TG can be summarised as an actor-oriented institutional analysis which aims to capture the complex interactions between human agency and the local institutional environment. The focus is policy-oriented, i.e. the TG wishes to gain an in-depth understanding of the above-mentioned interactions in order to design better policies and inter- ventions with a view to promoting aggregate development and reducing social exclusion and poverty. In more operational terms, the TG aims to study the effectiveness of strategies in local institutional contexts, the (lack of) accountability of public services, the institutional conditions for (better) functioning and more accessible markets (value chains, micro-finance) and the problems of local organisation and collective action.

The TG “Impact of Globalisation” (IG) has varied but complementary research experience and geographical expertise, but its members share a common interest in both research and teaching which focuses on the impact of the recent wave of globalisation on development and poverty. The TG covers the various functional dimensions of the globalisation pheno- menon, namely trade, (multinational) production and finance. Its research focuses on the impact of policy decisions or external shocks in the field of globalisation on economic development and poverty. Some members of the TG analyse the impact on a macro level, also using a cross-comparative analysis between countries, while others look at the full transmission cycle right down to the impact at household level.
