I
n mei 2007 bezocht een Vlaams-Nederlandse visitatiecommissie het IOB met het oog op de (her)accreditering van de drie vernieuwde Masterprogramma’s van het IOB. De leden van de commissie voerden vervolgens ge- durende drie dagen uitvoerige gesprekken met bijna alle medewerkers van het IOB, met de studenten en met medewerkers van de UA. De visitatiecommissie kwam tot de positieve conclusie waarop we gehoopt hadden en gaf groen licht voor de accreditering. De volledige tekst van het advies kan worden geconsulteerd op de website van het IOB. Voor de IOB medewerkers was het bezoek erg interessant. Er werd ons een spiegel voorgehouden met onze sterke en zwakke kanten, en dit door een groep van experten die een goed aanvoelen hadden van wat we nastreven met ons onderwijsaanbod. De commissie had oog voor de eigenheid van opleidingen die zich in de eerste plaats richten op studenten uit ontwikkelingslanden die reeds een professionele ervaring hebben opgebouwd, en was positief over deze ‘niche-vorming’. De commissie wees ook op de beperkingen die inherent zijn aan een een- jarige opleiding voor mensen met erg verschillende academische achtergrond, waarvan velen uit arme landen met relatief zwakke onderwijsstructuren, maar zij had begrip voor de redenering die heeft geleid tot de omschakeling van de oorspronkelijke Master programma’s van 2 jaar, naar 15 maanden, tot de huidige 12 maanden die we sinds een aantal jaren aanhouden. Ze gaf een aantal constructieve aanbevelingen die door het IOB met overtuiging wor- den meegenomen in de verdere uitbouw van de drie programma’s. De richting van de hervorming viel duidelijk in de smaak bij de commissie.In september 2007 namen de vernieuwde programma’s dan een start. Het IOB beseft dat het na de gunstige beoor- deling door de visitatiecommissie geen kwestie is van op onze lauweren te rusten voor de volgende jaren. Tijdens het eerste nieuwe academiehaar zullen de programma’s intensief worden opgevolgd, met het oog op onmiddellijke bijsturing, maar ook vanuit een bekommernis om ons aanbod in de toekomst verder aan te passen. In dat perspec- tief werd een extra tijdelijk personeelslid aangetrokken.
Over de huisvesting van de studenten in het ‘Internationaal Huis’ was de visitatiecommissie minder te spreken.
Ze verzocht het IOB dringend om gesprekken te voeren met de verantwoordelijken van deze organisatie, waar vele studenten van het IOB een kamer huren, met het oog op ‘a speedy improvement of the living conditions’. Het IOB is actief op zoek naar een oplossing voor de huisvestingsproblematiek, die zich ook stelt voor studenten die niet in het Internationaal Huis een kamer betrekken.
Naast de Masterprogramma’s werden in 2007 ook twee korte termijn programma’s aangeboden, met bijkomende financiële steun van de federale overheid. Het IOB faciliteert verder de doctoraatstudies van de eigen assistenten en een groep studenten uit de ontwikkelingslanden. In samenwerking met de faculteiten Politieke en Sociale We- tenschappen, Rechten en Toegepaste Economische Wetenschappen van de Universiteit Antwerpen, en ook met an- dere universiteiten in binnen- en buitenland, biedt het IOB begeleiding en omkadering, zowel met betrekking tot het voorbereidende doctoraal programma, als met het proefschrift.
2007 was ook een druk jaar voor het onderzoek en het beleidsondersteunende werk, die door de vier themagroepen worden georganiseerd die sinds begin 2006 operationeel zijn. Het was een jaar met vele interessante activiteiten, missies, en output op verschillende niveau’s, zoals u in dit rapport kan lezen.

tudentenstatIstIeken Academiejaar 200-2007Op een totaal van 55 ingeschreven studenten behaalden 51 studenten het MA-diploma, waarvan 19 in Governance and Development (G&D), 15 in Globalisation and Economic Development (GED) en 17 in Development Evaluation and Management (DEM). Twaalf studenten behaalden grote on- derscheiding, 29 studenten behaalden een onderscheiding en 10 studenten behaalden een voldoening. De gediplomeerden hadden 23 nationaliteiten:
Armenië, Bangladesh, België, Bolivia, Colombia, Ecuador, Ethiopië, Filippij- nen, Gambia, Ghana, Indonesië, Jordanië, Kameroen, Malawi, Nederland, Nepal, Nicaragua, Oeganda, Rusland, Sierra Leone, Verenigd Koninkrijk, Vietnam en VSA.

591 aanvragen werden ontvangen, waarvan 38 dossiers onvolledig waren en/of te laat werden ingeleverd en bijgevolg niet werden voorgelegd aan de selectiecommissie. Van de volledige kandidaturen werden 144 (26 %) stu- denten toegelaten; hiervan schreven 38 studenten (26,4 % van de aanvaar- de kandidaturen) zich in. Per programma zijn dat 19 studenten voor Deve- lopment Evaluation and Management, 10 studenten voor Governance and Development en 9 studenten voor Globalisation and Economic Develop- ment. De ingeschreven studenten hebben 16 verschillende nationaliteiten:
Bangladesh (1), Bolivia (1), Colombia (1), Ethiopië (5), Filippijnen (4), Indone- sië (1); Kameroen (7), Nigeria (1), Oeganda (4), Peru (2), Rwanda (1), Sierra Leone (1), Spanje (1), Tanzania (1), Vietnam (5) en Zambia (2)..

studentenHet normale inschrijvingsgeld voor de MA programma’s bedraagt 1000 €.
Beursstudenten betalen 80 €. Hierbij mag worden opgemerkt dat dit on- derscheid in het geval van het IOB paradoxaal is, vermits vele niet-beurs- studenten over minder financiële middelen beschikken dan beursstudenten.
Om aan deze situatie te verhelpen, stemde het Bureau van de VLIR tijdens zijn vergadering van 23 juni 2006 in met het advies van het Bureau Univer- sitaire Ontwikkelingssamenwerking (UOS) om alle studenten afkomstig uit ontwikkelingslanden het laagste barema aan te rekenen, tenzij zou blijken dat betrokkene voldoende vermogend is. Vanaf het academiejaar 2007- 2008 betalen bijgevolg alle studenten afkomstig uit een land dat figureert op de OESO-DAC lijst het inschrijvingsgeld t.b.v. 80€. Alle andere studen- ten blijven het normale inschrijvingsgeld betalen.

IOB Jaarverslag 2007 Mei 2008 - Het IOB neemt, geheel of ten dele, de kost op zich van een aantal activi-
teiten ten behoeve van de studenten (taalcursussen, studiereizen, recrea- tieve activiteiten). In 2007 was hiermee een bedrag gemoeid van €13.326.
Daarnaast ontvangt het IOB van de Universiteit Antwerpen sociale gelden ten behoeve van studenten. Hiermee was in 2007 een bedrag gemoeid van
€ 1.500 onder de vorm van financiële tussenkomsten en/of maaltijdtickets voor het studentenrestaurant.

Development Evaluation and Management - Evaluation et gestion du développementDe kwaliteit van het onderwijs van de MA programma’s wordt bewaakt door de drie programmaraden. Op het niveau van het instituut is dat de on- derwijscommissie. Deze laatste heeft tegenover de Raad van het Instituut de volgende formele adviesbevoegdheden: programmaoverschrijdend over- leg en coördinatie, bewaking van equivalentie inzake selectie van studen- ten en inzake kwaliteit en werklast, kortlopende programma’s en externe onderwijsinitiatieven, interne kwaliteitscontrole, organisatie en uitvoering van evaluatie van het AP, en formulering van profielen bij vacatures.

sHet IOB-UA heeft in 2007 twee internationale trainingprogramma’s (ITP) ingericht. Het programma “PRSP and Civil Society Participation” (promoto- ren: R. Renard en N. Molenaers) vond plaats van 16 april tot 18 mei 2007;
11 studenten van 8 verschillende nationaliteiten waren ingeschreven (Cam- bodia, Ethiopia, Gambia, Malawi, Nepal, Tanzania, Uganda, Vietnam ). Het programma “Engendering Development Policy, Projects and Organisations”
(promotor: N. Holvoet) liep van 20 september tot 15 november 2007; 10 studenten van 8 verschillende nationaliteiten (Ethiopia, Malawi, Nepal, Ni- geria, Pakistan, Filippijnen, Vietnam, Ghana).

IOB-UA richtte in het academiejaar 2006-2007 op- nieuw een cursus in waaraan studenten uit alle facul- teiten konden deelnemen. Het opleidingsonderdeel
“Tweespraken over Noord en Zuid” heeft de structuur van een debattencyclus en loopt gedurende het eer- ste trimester van het academiejaar (coördinator: T. De Herdt). 27 UA-studenten schreven zich in voor deze cur- sus. Daarnaast fungeerden ook verschillende stafleden van IOB als promotor van MA-thesissen in de facultei- ten Politieke en Sociale Wetenschappen en Toegepaste Economische Wetenschappen.

OctOratenEén van de gevolgen van de organisatie in themagroe- pen was de beslissing, genomen in 2005 na lang over- leg, om een doctoraatsprogramma in te richten. Het instituut onderscheidt twee soorten “IOB-doctoraten”:
1. het gezamenlijk doctoraat met de UA-faculteiten TEW en PSW, waarbij het onderzoek wordt uitgevoerd in het kader van een themagroep en onder leiding van een (co-)promotor van het IOB;
2. het extern door een AAP-lid uitgevoerde doctoraat aan een andere Belgische of buitenlandse universiteit, waarbij het onderzoek plaatsvindt in het kader van een themagroep en onder medebegeleiding van een co-pro- motor van het IOB.
In de loop van 2006 nam deze nieuwe doctoraatsop- leiding een aanvang, na de opstelling van een aanvul- lend reglement en afspraken met de faculteiten TEW en PSW van de Universiteit Antwerpen. Het is de bedoeling zeer restrictief om te springen met toelatingen tot dit programma. Met name moeten de onderzoeksthema’s naadloos aansluiten bij de agenda van een themagroep, waarin de doctorandi overigens als volwaardige leden worden ingeschakeld.
Met het oog op het realiseren van dit programma werd op 14 april 2005 een overeenkomst gesloten met de Nederlandse onderzoeksschool CERES (Research School for Resource Studies for Development) met zetel in Utrecht.

TG “Poverty & Well-Being as a (local) Institutio- nal Process” (PIP). The research of this TG can be summarised as an actor-oriented institutional analysis which aims to capture the complex interactions bet- ween human agency and the local institutional environ- ment. The focus is policy-oriented, i.e. the TG wishes to gain an in-depth understanding of the above-men- tioned interactions in order to design better policies and interventions with a view to promoting aggregate development and reducing social exclusion and poverty.
In more operational terms, the TG aims to study the ef- fectiveness of strategies in local institutional contexts, the (lack of) accountability of public services, the insti- tutional conditions for (better) functioning and more ac- cessible markets (value chains, micro-finance) and the problems of local organisation and collective action.

The TG “Impact of Globalisation” (IG) has varied but complementary research experience and geograp- hical expertise, but its members share a common inte- rest in both research and teaching which focuses on the impact of the recent wave of globalisation on develop- ment and poverty. The TG covers the various functional dimensions of the globalisation phenomenon, namely trade, (multinational) production and finance. Its re- search focuses on the impact of policy decisions or ex- ternal shocks in the field of globalisation on economic development and poverty. Some members of the TG analyse the impact on a macro level, also using a cross- comparative analysis between countries, while others look at the full transmission cycle right down to the im- pact at household level.

De onderzoekscommissie is enerzijds een forum voor overleg, informatie-uitwis- seling en coördinatie en anderzijds de plaats waar de onderzoeks- en publicatiestrategie van het Instituut wordt voorbereid en besproken.

hemagrOePenTG “Aid Policy” (AP) members have varied but com- plementary research backgrounds and geographical ex- pertise. They share an interest in the “new aid architec- ture” that arose around the turn of the millennium, and in particular the PRSP approach. The major focus is on macro aspects of aid such as the use of selectivity and ex post conditionality, the increased attention to insti- tutional and governance issues, the involvement of civil society as a process conditionality, the use and moda- lities of budget support, and the macroeconomic chal- lenges of scaling up aid to Africa. Several members also have a keen interest in the methodological and institu- tional aspects of monitoring and evaluating aid, which provides another useful angle from which the new aid architecture can be examined.

TG “Political Economy of the Great Lakes Region”
(PEGL). Political economy is about “the distribution of in- come, wealth and power among the different groups in so- ciety” (Ricardo 1820). This TG applies this intellectual tra- dition to the developments in Sub-Sahara Africa and more specifically in the Great Lakes Region. Its defining features are its inter-disciplinary nature and its geographical scope, which provide ample opportunities for the study of trans- formation processes at different levels, from local develop- ment experiences over regional conflicts to issues of global interest. As the countries of the Great Lakes Region are witnessing different stages of conflict and reconstruction, the research agenda of this TG can be captured under the heading “From conflict to inclusive development”.
