UEFA Intertoto Cup structure

Round: 1 2 3 4 5

The UEFA Intertoto Cup is UEFA’s summer competition. The UEFA Intertoto Cup allows clubs (number of clubs can vary due to sanctions, licensing problems, new member associations and associations not entering their maximum number of clubs to enter) that did not qualify for the Champions League or the UEFA Cup to try to win three places in the UEFA Cup first round. The format of the UEFA Intertoto Cup consists of a knock out competition with home and away matches. Associations can only enter top-division clubs that finished in their domestic league at a position immediate below those that qualify for the UEFA Cup. The competition consists of five rounds. Forty teams participate in the first round. The twenty winners of the first round, together with twelve seeded teams (teams that were free of playing the previous rounds due to their entry point based on the association’s position in UEFA’s coefficient ranking list) are playing the second round. The sixteen winners of the second round go to the third round together with 8 other seeded teams. The twelve winners of the third round play in the semi-finals. The six winners of the semi-finals play in the finals. The three winners qualify for the UEFA Cup first round.

clubs from UEFA’s annual Fair Play assessment. These participants are expanded with certain national champion clubs which do not qualify for the UEFA Champions League in the same season. In the first-, second qualifying round (number of clubs can vary due to sanctions, licensing problems and new member associations) and in the first round clubs play in a knock-out round of two legs (home and away) for a place in the next round. In the first round eighty clubs play in a knock-out round of two legs (home and away) for a place in the group stage. Only the winners qualify for the group stage. In the group stage the forty clubs are divided among eight groups of 5 clubs. All the clubs play one time against each other (either home or away depends on the drawing results). The best three of each group qualify for the round of thirty-two. Together with eight teams falling in third place at the first group stage of the Champions League the twenty-four teams play in a knock-out round of two legs (home and away) to qualify for the round of sixteen. In the round of sixteen until the final the clubs play in knock-out rounds of two legs (home and away) for a place in the next rounds. The two teams that win in the semi-final knock-out round play in one match against each other in the final in order to determine the winner of the UEFA Cup.

Participation in the UEFA Cup and the entry point in the UEFA Cup competition depend on the association’s position in UEFA’s coefficient ranking list (See Appendix 4).

Appendix 4 UEFA Association Coefficient Rankings

The UEFA association coefficient rankings is a table of performance covering five UEFA club competition seasons, where the latest season replaces the oldest season in the previous table. The UEFA creates the table on an annual basis. Results from the UEFA Intertoto Cup do not count.

The UEFA changed its coefficient system for the season 2004/2005. In the old coefficient system (until the 2003/2004 season) the points are calculated in the following way:

- A win is worth 2 points (1 point for qualifying-round matches) - A draw is worth 1 point (½ point for qualifying-round matches) - A defeat is worth 0 points

Next to these points clubs can also gather extra points. The extra points are awarded for clubs which reach the quarter-finals, semi-finals or final of any of the UEFA club competition. For each of the rounds above the clubs are awarded with an extra point. Clubs are also awarded one point for participation in the Champions League.

In the new coefficient system (from the 2004/2005 season) the points are calculated in the following way:

- A win is worth 2 points (1 point for qualifying-round matches) - A draw is worth 1 point (½ point for qualifying-round matches) - A defeat is worth 0 points

Next to these points clubs can also gather extra points. The extra points are awarded for clubs which reach the first knock-out round, quarter-finals, semi-finals or final of the UEFA Champions League or the quarter-finals, semi-finals or final of the UEFA Cup. For each of the rounds above the clubs are awarded with an extra point. Clubs are also awarded three extra points for participation in the Champions League.

Each season the points of the clubs representing a national association are added together.

Then these points are divided by the combined number of clubs from the association that have participated in the UEFA competitions. This calculation results in the coefficient value

(8)

of a national association. The coefficients are calculated to the thousandth. In case of equal coefficients, the UEFA ranks the clubs according to the coefficient of the most recent season. The UEFA informs its member of the general classification after each season. The number of participants from each association for the next Champions League and UEFA Cup season is based on the classification.

- Minimum amount of goals is decided on basis of the amount of matches from the (first) group stage to the quarter-finals. For example, the 2002/2003 Champions League season consisted of two group stages before the quarter finals. When playing at least the two group stages a player can play twelve matches. Lucifora &

Simmons used a rate of 0.4 goals per match in order to define the superstar goal scorers. In the example it would mean that (12 x 0.4 = 4.8) five goals is the minimum amount of goals. A superstar top scorer should in this example score at least 5 goals and have a scoring rate of 0.4 or higher. The scoring rate is calculated by dividing the total minutes played by 90 minutes and than divide the total amount of goals by the previous output. Minutes played includes extra time and own goals did not count as a goal.
