The Ministry of Foreign Affairs and Emigrants presents its compliments to all embassies and consular departments accredited to the Lebanese Republic, and has the honor to present in attached form, a copy of the two decisions no. 52/1 and 53/1, dated 9/5/2019, issued by the Lebanese Ministry of Industry

concerning the registration of foreign factories eligible to export their products to the Lebanese Republic.

The Ministry of Foreign Affairs and Emigrants avails itself of this opportunity to renew to all embassies and consular departments in Lebanon the assurances of its highest consideration.

The registration of foreign factories eligible to export their products to the Lebanese Republic

The Minister of Industry

By virtue of the decree no. 4340 dated 31/1/2019 (the formation of the government),

By virtue of the law no. 642 dated 2/6/1997 (induction of the Ministry of Industry), especially article two of this law,

By virtue of the decree no. 13173 dated 8/10/1998 (organization of the Ministry of Industry and the specification of its designation conditions),

By virtue of the requirements of the public interest,

By virtue of the proposal of the General Manager of the Ministry of Industry, Decides the following:

Article one – Obligations:

Each foreign factory eligible to export its products to Lebanon (according to the customs items present in table no.1 attached to this decision) shall be registered in a special registry at the Lebanese Ministry of Industry.

Article two – Permission to enter the products:

Specified products – according to the customs items shown in table no.1 attached to this decision – shall not be permissible to enter Lebanon with the purpose of selling them, unless it consists of a product of the registered factories.

Article three – How to present registration forms in the special registry and the attached documents:

The registration form is presented by the legal representative of the factory or someone delegated by the factory or its legal agent, holding certified supporting documents, according to the following norms:

- A certificate of the legal entity of the factory and its issued license.

- Trademarks of each product.

- Trademarks produced by virtue of a license from the party owning it.

- A certificate stating that the factory is enforcing a quality control system, issued by a party that is acknowledged by the International Laboratory Accreditation Cooperation (ILAC) or the International Accreditation Forum (IAF), or by Lebanese governmental parties for accreditation, or by the Lebanese Industrial Research Institute.

Article four – Doubting the veracity of the documents:

In case of doubt of the veracity of the presented documents, registration shall not be made in the special registry, unless after making sure that these documents are valid and true. The party seeking registration shall present anything that validates these documents.

Article five – Registration:

Registration is made after a preapproval from the Minister of Industry, based on the proposal of the General Manager.

Article six – Statement of registration:

A statement of registration shall be issued, and it is to be worked by for a year, from the date of its issuing.

Article seven – Crossing off the registry:

The Minister of Industry has the right to decide to cross off the registration of a certain factory from the registry in cases where the administration finds that a factory is not abiding by the technical and administrational stipulations, as well as not meeting the quality standards for the products intended to be exported to Lebanon.

Article eight – Amendment of table no.1:

Table no.1 attached in this decision shall be amended, when deemed necessary, by virtue of subsequent decisions issued by the Minister of Industry.

Article nine – Effects of the decision:

This decision is to be worked by as soon as it is published in the Official Gazette, and all products and merchandise, for which the concerned parties prove, by presenting the required documents, the opening of necessary credits for these products and/or its shipment to Lebanon, (by virtue of the customs items in table no.1) are exempted from the provisions of this decision, before it is valid.
