1. MARKTINFORMATIE

Het verbruik van chocolade en suikerwaren in Noorwegen was tussen 2004 en 2015 nagenoeg stabiel (de gemiddelde Noor at 14,25 kg aan chocolade en suikerwaren). Vanaf 2016/2017 ziet men echter dat het verbruik enigszins afneemt. Het verbruik van suiker is tussen 2000 en 2018 van 43 kg naar 24 kg gegaan.

Vanaf 2017 is eveneens te zien dat de Noren minder chocolade dan voorheen eten en dat zij tegelijkertijd minder snoepgoed eten waarin suiker is verwerkt; in de plaats hiervan eten ze suikervrij snoepgoed. De chocolade en suikerwarenindustrie produceert steeds meer suikervrije producten.

Het gemiddelde suikerverbruik (inclusief glucose-suiker en honing) van de bevolking is gedaald, zie grafiek hieronder.

De Noorse merken houden zich goed staande tussen de buitenlandse chocolade en suikerwaren. Meer dan 70% van de chocolade die in Noorwegen wordt gegeten is in Noorwegen geproduceerd.

In de statistieken neemt men echter niet de zogenaamde ‘grensehandelen’ mee (dit is het inkopen doen over de grens). Het kopen over de grens komt voornamelijk door de hoge chocolade– en suikerwarentoeslagen: hierdoor worden de prijzen in Noorwegen zo’n 15 à 20% duurder (voor sommige producten zelfs tot 35%).

De grote winkelketens kopen aan via hun eigen grossierfirma’s, die rechtstreeks met de Noorse producenten of met agenten werken. Voor zover bekend importeert geen enkele van de grote winkelketens zelf chocolade of suikerwaren. Hetzelfde geldt voor de kiosken en benzinestations, zij kopen aan bij Galleberg, Norsk Chocolade Import e.d.

2. IMPORT

In 2019 werd er in totaal voor 2,329 miljard kronen¹ geïmporteerd (1,578 aan chocolade en 0,751 aan suikerwaren). Dit was een stijging ten opzichte van 2018. De laatste 10 jaar is de import van chocolade en suikerwaren redelijk stabiel geweest. De tabel hieronder geeft de import van cacao, chocolade en suikerwaren over de periode 2015-2019 weer in ton en waarde.

3. KOSTEN BIJ INVOER VAN SUIKER(WAREN) EN CHOCOLADE

In 2020 bedraagt de bijzondere taks op suiker 8,20 NOK per kg van het gewicht van de waren waarover taksen worden geheven.

De bijzondere taksen gelden voor:

a) Suiker (rietsuiker en suikerbiet)

b) Stroop en suikeroplossingen van de genoemde waren

Voor zowel Noorse als buitenlandse chocolade wordt ook nog een bijzondere taks (særavgift) geheven van 21,22 NOK per kg. De BTW daarbovenop bedraagt dan nog eens 25%. (Bron: https://www.skatteetaten.no/satser/saravgift- --sjokolade--og-sukkervarer/?year=2020#rateShowYear)

De importeur of agent moet op voorhand een “tollmelding” aanvragen bij ‘Landbruksdirektoratet’

(Norwegian Agriculture Agency) en een importtoelating voor voedingswaren bij ‘Mattilsynet’ (Norwegian Food Safety Authority). Alle documenten moeten in het Noors ingevuld worden.

Voor bepaalde producten waarin bijvoorbeeld melk is gebruikt, moeten toelatingen verkregen worden.

Hiervoor heeft de agent/importeur een attest nodig van de producent. Dit attest moet door de veearts die toezicht uitvoert op het exportbedrijf opgemaakt worden en bevestigen dat de in de producten gebruikte melk gepasteuriseerd is en dat in het land van herkomst de laatste 6 maand geen mond- en klauwzeer voorkwam.

Subheadning Note.

1. For the purpose of subheadings 17.01.1210/1290, 17.01.1310/1390 and 17.01.1410/1490, "raw sugar" means sugar whose content of sucrose by weight, in the dry state, corresponds to a polarimenter reading of less than 99.5 °.

2. Subheadings 17.01.1310 and 17.01.1390 covers only cane sugar obtained without centrifugation, whose content of sucrose by weight, in the dry state, corresponds to a polarimeter reading of 69 ° or more but less than 93 °. The product contains only natural anhedral microcrystals, of irregular shape, not visible to the naked eye, which are surrounded by residues of molasses and other constituents of sugar cane.
