Het congres was verdeeld in
2secties.
Sectie I: Inland Waterways and p r t s Sectie 11: Maritime ports and Sea-ways.
Iedere sectie was verdeeld in een v'ijftal onderwerpen. De zittingen over deze onderwerpen vonden veelal' simultaan plaats zodat slechts een deel van de zittingen kon worden bijgewoond.
De zittingen bestonden uit toelichting van een general reporter die een samenvatting gaf van de papers gevolgd door een aantal sprekers áie opmerkingen hadden over de door anderen ingediende papers of aanvullende opmerkingen over hun eigen paper i.v.m. nadere gegevens dan wel algemene opmerkingen. Het was niet de bedoeling dat de papers toegelicht werden, alhoewel dit veelal wel gebeurde.
De general reporter besloot met een aantal voorlopige conclusies.
In een eindzitting werden de slotconclusies van alle zittingen vastgesteld.

Tijdens het congres werd ook een internationale
scheepvaarttentoonstelling gehouden. Door de grote afstand tot de Assembly Rooms, waar de vergaderingen gehouden werden (20 min per bus) was het bezoek matig.
Veel interessante zaken waren daar tentoongesteld o.a. een
manoeuvreersimulator van Boskalis Westmincter bestemd voor
d eoefening van loodsen in het binnenvaren van de wijzigende situatie bij de havens van Zeebrugge.
Wat het verslag betreft heb ik mij beperkt tot Section
I1subject 5:
Coastal erosion caused by harbour works and corrective measures. Naar ik aanneem zullen de andere RWS deelnemers een verslag schrijven over de onderwerpen waar zij aan hebben bijgedragen.

SAMENVATTING VAN DE PAPERS Belgie
Deze paper betreft onderzoek en uitvoering van de kustsuppletie van Zeebrugge tot de Nederlandse grens. Door berekeningen is nagegaan hoe de erosie van dit kustvak zou worden na uitbouw van de haven van Zeebrugge. Aangezien dit kustvak reeds sterk achteruigegaan was, is reeds bij de aanvang van de uitbouw de kustsuppletie uitgevoerd. De uitbouw van de haven heeft mogelijk gevolgen voor de kust van Zeeuws Vlaanderen reden waarom het een agendapunt vormt is de Technische Schelde Commissie. Voor Nederland is dit een interessante paper vanwege de vergelijkbare situaties: havenuitbouw en de gevolgen voor de naastliggende kust en kustsuppleties. Bij de Adviesdienst
Vlissingen van het district Kust en Zee, directie Waterhuishouding en Waterbeweging zijn gedetailleerde rapporten beschikbaar omdat deze dienst als adviseur van de directie Zeeland bij dit werk betrokken is.
Frankrijk
De paper geeft een theoretische beschouwing over de water- en zand beweging nabij de kust en hoe in de praktijk bij diverse havens in Frankrijk deze beweging was onder invloed van de windrichting en hoe de havens zijn verbeterd.
Interessant is de theorie over en natuurmetingen aan het opvullen van een sleuf evenwijdig met kust onder invloed van de golven.
Griekenland
Een aantal voorbeelden van Griekse havens worden gegeven die achteraf fout bleken ontworpen te zijn door het niet voldoende onderkennen van de invloed van windgolven en circulatiestromen. Op grond van later modelonderzoek zijn verbeteringen aangebracht.
India

Langs de oostkust van India langs de Golf van Bengalen liggen een aantal grotere havens en vissershavens. Het grote noordwaarts
gerichte langstransport en zandverplaatsingen tijdens cyclonen geven
een grote erosie en sedimentatie nabij havens en in estuaria. De
gekozen oplossingen om de problemen op te lossen worden besproken.

Italië
Viareggio ligt in een kustgedeelte dat aangroeit. Door de uitbouw van de haven ontstond sterke sedimentatie ten zuiden van de haven en erosie van het badstrand noord van de haven. Door zandwinningen in de rivieren en bodemvastlegging wordt minder zand aangevoerd.
Onderzocht is welke golfrichting de erosie veroorzaakt. Voor het badstrand wilde men geen strandhoofden toepassen.
Omde
zandverliezen bij suppletie te beperken wordt voorgesteld op 300 m van het strand een stalen onderwater damwand te plaatsen ter lengte van
2km waardoor de strandhelling verflauwd wordt. Vermoedelijk zal deze oplossing een geringere jaarlijkse suppletie geven.
Japan

De bijdrage bestaat uit
2delen.
In deel
1worden diverse voorbeelden gegeven van erosie nabij havens door langstransporten, door tombolo-achtige effecten en door
verandering van de golfenergie op de kust als gevolg van reflectie tegen de havendammen. Uit de studies worden een aantal algemene conclusies getrokken.
Deel
2geeft een verslag van modelproeven met regelmatige golven op een permeabele offshore breakwater. Door deze golfbrekers zal de erosie van het achterliggende strand verminderen en door de
permeabiliteit de uitschuring aan de voet van de golfbreker. Met een theoretische afleiding wordt het mogelijk de parameters van
onregelmatige golven zodanig te kiezen dat modelresultaten voor de praktijk kunnen worden gebruikt waardoor ontwerpen kunnen worden gemaakt t.a.v. stabiliteit, golfreflecten en doordringende golf.

Nederland
Voor een glad kust wordt uitgaan van de CERC- Nrmule met een verfijning voor de veranderende diepte zandtransporten berekend met een computerprogramma waarin de statistische verdeling golfhoogte -richting is opgenomen. Bij hindcast blijkt: de fout in de orde van 30% te liggen. Ook voor een Strand met paal- of strandhoofden wordt een theoretische beschouwing gegeven. Een model is ontwikkeld om de zandtransporten uit te rekenen uitgaande van de CERC-formule met diverse aanpassingen voor o.a. extra weerstand door de hoofden. In de praktijk (Maasvlakte) bleek berekening redelijk te voldoen.
Vervolgens worden toepassingen van paal- en strandhoofden behandeld en methoden van zand aanbrengen bij suppleties. Tot slot worden de milieuaspecten behandeld die bij zandsuppleties moeten worden beschouwd.
Portugal
Diverse Portugese havens worden besproken en welke maatregelen men heeft genomen om erosie indien dat noodzakelijk was tegen te gaan.
Zuid-Afrika
Verslag wordt gedaan van de aanleg en de daarbij nodige studie van Richard Bay Harbour.
I n een fysisch model bleek gemalen anthraciet niet als
bodemmateriaal te~voldoen, zand gaf goede overeenstemming met het prototype. De langjarig verzamelde gegevens ook tijdens de aanleg zijn gebruikt voor calibratie van een mathematisch model met de eindige elementen methode. Hiermee is het optimale suppletiepunt voor het te suppleren zand bepaald evenals het gebied waar
onbruikbare specie op het strand wordt gespoten zodat het badstrand niet wordt vervuild en de spuitafstand zo kort mogelijk is.
Spanje
De historie van de haven van Valencia wordt vermeld en de fouten die na de aanleg zijn gebleken zijn besproken. Twee jachthavens
aangelegd in zee en verbonden door een pier met de kust bleken zeer
snel onbruikbaar door aanzandingen (Tombolo-effect).

Engeland
De vorm van de havenhoofden en de geulligging t.o.v. golfrichting kan als aan bepaalde voorwaarde wordt voldaan reflecties geven die van invloed zijn op de naastliggende kust.
Gesteld wordt dat het sedimenttransport onder golven wijzigt t.o.v.
die bij alleen getijstromen met de factor orbitaalsnelheid gedeeld door kritische snelheid in het kwadraat.
U.C.A.
Diverse vormen van haventoegangen in de U.S.A. worden genoemd en een aantal methodes om gesedimenteerd zand te verwijderen en naar de andere havenzijde te brengen. Bij één der vormen heeit de havendam aan de zandaanvoerende zijde een doorlatend gedeelte nabij de kust.
op een daarvoor ontworpen oppervlak kan het zand sedimenteren en in de luwte van de havendam worden verwijderd. Om zand te verplaatsen wordt het "jet eductor system" genoemd. Met een straal schoon water wordt een zand- water mengsel opgezogen en verpompt. Dit systeem is nog in een experimenteel stadium.
Rusland
Enkele havens langs de Zwarte Zee worden besproken. Interessant is de aanleg van een loswal voor baggerspecie. De studie naar de
verspreiding van materiaal uit de loswal . Door de loswal wordt ook materiaal toegevoegd aan het langstransport.
