1 DOEL EN TOEPASSINGSGEBIED

Deze instructie geldt voor het exporteren van verhitte melk en melkproducten bestemd voor humane consumptie. De instructie beschrijft de voorwaarden die gelden voor de invoer in Servië, de controles die de NVWA hiervoor moet uitvoeren en de gegevens die het bedrijfsleven moet aanleveren aan de NVWA. Van deze instructie kan niet worden afgeweken.

2 WETTELIJKE BASIS

2.1 EU-regelgeving

• Bilaterale afspraken tussen Servië en Nederland. Deze zijn bekrachtigd op 1 juli 2010.

3 DEFINITIES

Begrip Definitie

Hieronder volgt een overzicht van de meest gebruikte douanecoderingen en beschrijvingen in de zuivelsector.

0405 Boter en andere van melk afkomstige vetstoffen; zuivelpasta's.

0406 Kaas en wrongel.

0410 Eetbare producten van dierlijke oorsprong, elders genoemd noch elders onder begrepen.

1702 Andere suiker, chemisch zuivere lactose, maltose, glucose en fructose (levulose) daaronder begrepen, in vaste vorm; suikerstroop, niet gearomatiseerd en zonder toegevoegde kleurstoffen; kunsthonig, ook indien met natuurhonig vermengd;

karamel.

Voor de export naar Servië zijn bilaterale afspraken gemaakt voor zowel de export van zuivel als voor de export van samengestelde producten met dierlijke ingrediënten. Bedrijven moeten nagaan welk certificaat Servië wil zien voor een specifiek product. Hierbij kan mede worden gekeken naar de HS- codes die worden genoemd in de certificaten.

4 WERKWIJZE

Certificaat: zie bijlage 2 Toelichting bij het certificaat:

De export van verhitte melk en melkproducten bestemd voor humane consumptie naar Servië is toegestaan. Wel gelden de volgende voorwaarden:

• Alleen eindproducten uit de Europese Unie zijn toegestaan.

• In e-CertNL activeert men Zuivel HC - minimaal gepasteuriseerd. De optie Zuivel HC (het hoogste niveau) bevat geen exportmogelijkheden.

• In e-CertNL zijn “ordergegevens” verplichte gegevens die de aanvrager moet opgeven. Bij het veld

“opslaglocatie” moet de naam, het adres en erkenningsnummer van de opslaglocatie worden opgegeven. Deze gegevens komen terug op het certificaat bij: “Dispatched from”.

• Invoer van zendingen die afkomstig zijn uit de opslagplaatsen die niet in het online EU-register staan zijn niet toegestaan. Daarmee moeten opslaglocaties zijn erkend, geregistreerde

opslaglocaties worden door Servië niet geaccepteerd.

• Export mag alleen plaatsvinden vanuit opslaglocaties die erkend zijn voor producten voor humane consumptie.

• “Point of Entry” indien bij de grenspassage van Servië dit niet één-op-één gelijk is, wordt de zending door Servië geweigerd.

• Om de juiste veterinaire eisen te activeren en de te ontvangen inspectieresultaten correct te verwerken is het nodig om de specificaties van de zending en deelzending vast te leggen. Het betreft de volgende veterinaire specificaties:

o Behandeling

o Diersoort

o Herkomst eindproduct

4.1 Algemeen:

Verklaring IV, 1:

In accordance with the Terrestrial Animal Health Code of the World organisation for animal health (OIE), The Netherlands is free from the following diseases during the past 6 months:

Foot and mouth diseases;

Rinderpest;

Bovine Brucellosis;

Bovine Tuberculosis;

Enzootic bovine leucosis.

Genoemde ziekten zijn aangifteplichtig. Deze verklaring is af te geven na controle van de dierziektesituatie. Informatie over de dierziektesituatie is hier te vinden.

Verklaring IV, 2:

The milk or milk ingredient of which this products are made have been subjected to a tempera-ture treatement in order to avoid the presence of pathogenic micro-organisms in accordance with EC- and national legislation.

Deze verklaring is standaard af te geven. Op basis van wetenschappelijk onderzoek is dit bewijs geleverd.

Verklaring IV, 3:

The processing plant from which dairy products come from is authorised for export and under su- pervision of the competent authorities.

Deze verklaring kan worden afgegeven als het bedrijf over een EU-erkenning of registratie beschikt.

Verklaring IV, 4:

The manufacturing processes as well as the resulting products are under regular control of the competent authorities for hygienic and bacteriological requirements, including the control on the presence of Salmonella and other pathogenic micro-organisms associated with milk, based on Regulation (EC) No 852/2004.

Verklaring IV, 5:

In accordance with the surveillance plans, milk products are examined in labs, approved by the competent authorities, and the results show that the milk products have been processed from milk in conformity with the regulation or the international standards for residues of antibiotics, hormonal substance pesticides, dioxins and other compounds harmful for human health in ac-cordance with EC – and national legislation.

Verklaring IV, 6:

All Dutch dairy products have been (and still are) subjected to a permanent monitoring system on radioactivity and that measured levels are far below those considered as safe by the World Health Organisation.

Verklaring IV, 7:

The product is fit for human consumption.

Verklaring IV, 8:

Clean and sanitary wrapping and/or containers such as card board boxes have been used to pack the exported dairy products.

Verklaring IV, 9:

The cases carry a mark or information allowing identifying the products.

Deze verklaring kan worden afgegeven als het bedrijf over een EU-erkenning of registratie beschikt. In het kader van tracking en tracing moeten partijen identificeerbaar zijn.

Verklaring IV, 10:

Precautions were taken to avoid contamination of the products after processing in accordance with EC legislation.

The certificate is valid for 15 days. In the case of transport by ship the time is prolonged by the time of ship voyage.

5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN

De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat.

Termički obrađeno mleko, proizvodi od termički obrađenog mleka ili termički obrađeni proizvodi od mleka i proizvodi od sirovog mleka, za ljudsku ishranu, za izvoz u Republiku Srbiju su proizvedeni u saglasnosti sa Uredbom (EU) broj 1881/2006.

Termički obrađeno mleko i proizvodi od termički obrađenog mleka ili termički obrađene proizvodi od mleka i proizvodi od sirovog mleka, za ljudsku ishranu dobijeni su od sirovog mleka gde maksimalni nivo (μg/kg) za aflatoksin M1 ne prelazi 0,05 µg / kg./

The heat-treated milk, milk-based products made from heat-treated milk or heat-treated milk-based products and milk-based products made from raw milk for human consumption exported to the Republic of Serbia is produced in accordance with Regulation (EC) No. 1881/2006.

The heat-treated milk and the milk-based products made from heat-treated milk or heat-treated milk- based products and milk-based products made from raw milk for human consumption derived from raw milk where the maximum level (μg/kg) for Aflatoxin M1 does not exceed 0,05 µg / kg.
