Cora Bartelink was born on April 6th 1982 in Utrecht. In 2002, after graduating from secondary school, she started to study Pedagogical Sciences at the University of Utrecht. She obtained her Bachelor’s degree in Pedagogical Sciences in 2005 and her Master’s degree in Social Education and Youth Policy in 2006.

During her Master’s degree, she worked at the project ‘Onderzoek, Risicotaxatie en Besluitvorming AMKs’ (in English: Investigation, Risk Assessment and Decision-making by the Advice and Reporting Centres on Child Abuse and Neglect), led by Ingrid ten Berge, PhD, at the Dutch Institute for Care and Wellbeing (in Dutch: Nederlands Instituut voor Zorg en Welzijn, NIZW). In 2007, she started to work at the Netherlands Youth Institute (in Dutch: Nederlands Jeugdinstituut). She was involved with the ‘Database Effective Youth Interventions’ and the ‘What Works project’. She developed several guidelines for professionals in child welfare and child protection on decision-making: ‘Deciding together with parents and children on appropriate services’, ‘Out-of-home placement’ and ‘Out-of-home placement in crisis situations’. Currently, she is a project leader of several projects on decision-making in child welfare and child protection. In 2010, she started her PhD on decision-making processes in child welfare and child protection, supervised by Tom van Yperen, Erik Knorth, and Ingrid ten Berge, PhD. As part of her PhD, she presented the results of her research on several national and international conferences to a variety of audiences.
