Th e a i m of this t h e s i s is to s t u d y the e v o l ution, s t r u c t u r e , a d m i n i s t r a t i o n , e f f e c t s a n d f u t u r e p r o s p e c t s of the p e t r o l e u m i n d u s t r y i n M a l a y s i a in the c o n t e x t of the

c h a n g i n g i deas a n d c o n c e p t s that are i n f l u e n c i n g the p e t r o l e u m i n d u s t r y at pre s e n t .

T h e d i s c o v e r y of p e t r o l e u m d e p o s i t s i n the o f f s h o r e a r e a s of M a l a y s i a i n the e a r l y 1 9 7 0 '3 p r o m i s e s to act as a c a t a l y s t to f u t u r e d e v e l o p m e n t . Th e p r o d u c t i o n of crude p e t r o l e u m h a s i n c r e a s e d s i g n i f i c a n t l y a n d h a s e m e r g e d as one of the l e a d i n g a c t i v i t i e s i n M a l a y s i a today.

¥e are p r o p o s i n g to ex a m i n e s e v e r a l a r e a s in the d e v e l o p m e n t of the p e t r o l e u m i n d u s t r y - p e t r o l e u m r e s e r v e s a n d p r o d u c t i o n , r e f i n e r y cap a c i t y , crude oil pricing, p r o d u c t s u p p l i e s a n d p r ices, g o v e r n m e n t l e g i s l a t i o n a n d p e t r o l e u m r e v e n u e c o n t r i b u t i o n s to the economy. It ha s b e e n p r e d i c t e d that p e t r o l e u m r e s e r v e s are l i m i t e d at p r e s e n t a n d w o u l d be d e p l e t e d s o m e t i m e i n the b e g i n n i n g of 1 9 9 0 * s. W i t h the

i n c r e a s i n g d e m a n d for l o c a l crude in r e f i n e r i e s , the p r o b l e m m i g h t b e c o m e wo r s e . B y the e n d of 1 9 7 0 * 3 > it i® p r e d i c t e d that t here is a n e c e s s i t y to e x p a n d local r e f i n e r y c a p a c i t y to cope w i t h the g r o w t h i n d e m a n d for p e t r o l e u m pro d u c t s .

Ever since the 1973 'Oil Crisis' and subsequent developments, the structure of the product prices in this country has changed with the increase in crude prices. This has led to 'under- recoveries' to oil companies, px’oduct shortages and hoarding.

This has also led the Government to involve more and more

intervention in the industry especially with the establishment of Petroliam Nasional Berhad (PETRONAS), the National Oil

Company.

We c o n c l u d e the the s i s b y e m p h a s i s i n g the n e c e s s i t y o f i n s t i t u t i n g a p r o g r a m m e d d e v e l o p m e n t (con s e r v a t i o n ) of our p e t r o l e u m r e s o u r c e s a n d l o c a l p a r t i c i p a t i o n i n i n v e s t m e n t s in the u p s t r e a m ph a s e of the i n d u stry. The c o n s e r v a t i o n m e a s u r e w o u l d e n s u r e s u f f i c i e n t s u p p l i e s of crude p e t r o l e u m for our f u t u r e n e e d s .1 A r e a s o n a b l e t i m e — p r o d u c t i o n f u n c t i o n w o u l d e n a b l e P E T R O N A S to i n v o l v e in e x p l o r a t i o n , r e f i n i n g a n d

d i s t r i b u t i o n f u n c t i o n s a n d e n s u r e r e a s o n a b l e price a n d a d e q u a t e s u p p l y of p e t r o l e u m p r o d u c t s in the future. T h i s is also

r e a s o n a b l e i n v i e w of the p r o b l e m s i n v o l v e d in the r e c y c l i n g of

"surplus" oil m o n e y a c c r u e d to the G o v e r n m e n t as a r esult of a r a p i d d e p l e t i o n of our oil res o u r c e s .

r e l a t i n g to the p e t r o l e u m i n d u s t r y of M a l a y s i a is the first of its k i n d u n d e r t a k e n at this level. It a t t e m p t s to e x amine some of the m a j o r issues f a c i n g the oil i n d u s t r y p a r t i c u l a r l y those r e l a t i n g to the p r o d u c t i o n of crude oil, refining,

d i s t r i b u t i o n , m a r k e t i n g , p rices a n d costs of curdes a n d

p e t r o l e u m p r o d u c t s a n d f i n a l l y the c o n t r i b u t i o n s of the i n d u s t r y to the fi s c a l r e v e n u e of the G o v e r n m e n t .

W i t h the e x c e p t i o n of m i n o r coal d e p o s i t s in S a b a h a n d a

n e g l i g i b l e a m o u n t of h y d r o - e l e c t r i c p o w e r g e n e r a t i o n , M a l a y s i a is e n t i r e l y d e p e n d e n t o n p e t r o l e u m for its e n e r g y r e q u i r e m e n t s . I n 19 7 5 M a l a y s i a p r o d u c e d 37*25 m i l l i o n b a r r e l s of p r i m a r y

e n e r g y a n d c o n s u m e d 32.08 m i l l i o n b a r r e l s g i v i n g a n excess

c a p a c i t y of 5 m i l l i o n bar r e l s . Out of this 90 per c e n t of total p r o d u c t i o n a n d c o n s u m p t i o n is p r o v i d e d b y the p e t r o l e u m sector.

I n 1970, p e t r o l e u m p r o v i d e d S h percent of e n e r g y needs a n d is e x p e c t e d to m e e t over 90 pe r c e n t of the e n e r g y needs b y I 9 8 5 .12

(4) S p e c u l a t i o n ab o u t the e x i s t e n c e of p e t r o l e u m d e p o s i t s o c c u r r e d l o n g b e f o r e 1 9 7 3 * but it was o n l y a b o u t this time that the p o t e n t i a l i m p o r t a n c e of p e t r o l e u m b e c a m e a serious p o l i t i c a l c o n s i d e r a t i o n . I n the a f t e r m a t h of the I 969 riot, the M a l a y s i a n g o v e r n m e n t a n n o u n c e d the N e w E c o n o m i c P o l i c y (NEP) in t heir d e v e l o p m e n t p l a n o b j e c t i v e s in the future. T h e o v e r r i d i n g o b j e c t i v e s of this n e w d e v e l o p m e n t p o l i c y is that of n a t i o n a l unity. T h e first p r o n g of the NEP aims at i m p r o v i n g the e c o n o m i c c o n d i t i o n s a n d q u a l i t y of life of all races b y d i r e c t l y i n c r e a s i n g t h e i r a c c e s s to land, p h y s i c a l capital, t r a i n i n g a n d o t h e r f a c i l i t i e s , thus p e r m i t t i n g t h e m to share mo r e e q u i t a b l y in the b e n e f i t s of the e c o n o m i c growth. To

en s u r e that the p o o r are p r o v i d e d w i t h s u f f i c i e n t o p p o r t u n i t i e s to p a r t i c i p a t e in a n d b e n e f i t f r o m the p r o c e s s of e c o n o m i c

growth, the G o v e r n m e n t seeks t h r o u g h the s e c o n d p r o n g of the N E P a f a i r e r d i s t r i b u t i o n a m o n g the ra c e s of the o p p o r t u n i t y to p a r t i c i p a t e in the wi d e r a n g e of e c o n o m i c a c t i v i t y . T h r o u g h the s e c o n d prong, the G o v e r n m e n t aims at p r o v i d i n g such

a s s i s t a n c e for all r a c i a l groups i n the c o u n t r y to find e m p l o y m e n t , s ecure p a r t i c i p a t i o n a n d a c q u i r e o w n e r s h i p a n d c o n t r o l in the v a r i o u s s e ctors of the economy. S u b s e q u e n t l y , the d i s t r i b u t i o n a l o b j e c t i v e s of the N E P mu s t d e p e n d on

a c c e l e r a t e d e c o n o m i c g r o w t h a n d m o b i l i s a t i o n of the r e s o u r c e s b o t h n a t u r a l a n d p h y s i c a l a v a i l a b l e i n the c o u n t r y in or d e r to e r a d i c a t e p o v e r t y a n d f a c i l i t a t e the r e s t r u c t u r i n g of society.

T h e N E P ha s b e e n c o n c e i v e d b y the G o v e r n m e n t as the a g e n d a that w i l l guide the n a t i o n for the next 20 years at least f r o m 1970 1° 1990. A m o n g s t the v a r i a b l e s that h a d b e e n e m p h a s i s e d , one of the d r i v i n g f orces is that of e n e r g y

sector. E n e r g y e s p e c i a l l y f r o m p e t r o l e u m r e s o u r c e s is one of the k e y f a c t o r s in the d e v e l o p m e n t p r o c e s s o f a n y society.

Th e M a l a y s i a n s o c i e t y if it d e v e l o p s e c o n o m i c a l l y a n d s o c i a l l y at the t r e m e n d o u s rate as r e q u i r e d b y the N E P w i l l n e e d the

(rapid d e v e l o p m e n t of the e n e r g y e c o n o m y e s p e c i a l l y the p e t r o l e u m r e s o u r c e s sector. T h i s s h o u l d be centered a r o u n d p r o v i d i n g a d e q u a t e a m o u n t s of this type of e n e r g y so that it c o u l d be a d a p t e d e f f i c i e n t l y to the p r o c e s s of d e v e l o p m e n t a n d e c o n o m i c growth. A b o v e all, the f i s c a l r e v e n u e s f r o m the p e t r o l e u m r e s o u r c e s f o u n d i n the c o u n t r y c o u l d be u t i l i s e d to a c h i e v e the o b j e c t i v e s of the N E P earlier.

T h e d i s c o v e r y o f oil in S a r a w a k (then C o l o n y of the B r i t i s h Borneo) i n 1911 has r e s u l t e d in the p r o d u c t i o n of crude oil w h i c h is m a i n l y e x p o r t e d a n d c u r r e n t l y at the rate of

some th r e e a n d h a l f m i l l i o n b a r r e l s a year. Its effect o n the M a l a y s i a n e c o n o m y has b e e n i m p o r t a n t ever since a n d y i t h

f u r t h e r d e v e l o p m e n t a n d a d d i t i o n a l d i s c o v e r i e s , the rate of p r o d u c t i o n c a n be i n c r e a s e d s u b s t a n t i a l l y d u r i n g the decade.

A n d d u r i n g the cou r s e of the s e a r c h for oil, there h a v e b e e n v e r y s u b s t a n t i a l d i s c o v e r i e s of n a t u r a l gas i n the area. The

crude oil a n d gas d i s c o v e r e d c o u l d be u t i l i s e d to f u r t h e r the e c o n o m i c d e v e l o p m e n t of the country.

To a s s e s s the d e v e l o p m e n t of the p e t r o l e u m i n d u s t r y of M a l a y s i a since 1911, a n a n a l y s i s of its h i s t o r y , e c o n o m y , m a r k e t s t r u c t u r e a n d c o n t r i b u t i o n s to the o v e r a l l d e v e l o p m e n t a n d g r o w t h in the c o u n t r y is m a d e w i t h s p e c i f i c a t t e n t i o n gi v e n to the i d e n t i f i c a t i o n a n d e v a l u a t i o n of some of the forces
