The so-called big-bang decentralization in Indonesia has changed the interaction among government agencies at local-provincial-national levels and in various fields, including the provision of infrastructure.2. Under decentralization, local government faces challenges to develop projects under limited capacity and finance, while innovation in infrastructure provision is still weak (this thesis).
3. Capacity improvement for Indonesian regional road development is needed through innovation in institutional arrangements, rules, and instruments (this thesis).
4. Institutional support for infrastructure provision should be responsive to local conditions and focus on contextuality and actors' capacities (this thesis).
5. Value capturing in road infrastructure requires cooperation between public and private sector (this thesis).
6. Value capture practice has five essential dimensions, namely the contributor (who), the arrangement type (how), the contribution unit (what), scale (where), and time (when).
7. The design of responsive institutions should have the flexibility to accommodate local conditions (contextuality) and local capacity since each region has different characteristics (this thesis).
8. Institutional design is a synthesis process; it is specific, determined by capacity, place and context (this thesis).
9. Generally speaking, value capturing is easy to implement in a country with clear institutional frameworks (this thesis).
10. I always find beauty in things that are odd and imperfect, they are much more interesting' (Marc Jacobs) 11. Over time in a PhD project a specific language between candidate and supervisors will develop: that is
an “inkoppertje”.
