1. A vulnerability focus in basic assistance policies can contribute to substantive equality by mitigating stereotyping and stigmatisation and by facilitating socio-economic participation.
2. The professional model of administrative justice appears better-suited for mitigating stigmatisation and stereotyping than the bureaucratic model of administrative justice. 3. Empowerment-oriented activation measures tend to be more promising for facilitating
socio-economic participation than responsibilisation-oriented activation measures. 4. The design and implementation of vulnerability assessments are the pragmatic outcome
of what organisations deem feasible in light of the (perceived) contextual constraints. 5. For UNHCR Khartoum, vulnerability-focused basic assistance is a potential liability
while, for IOM Khartoum, vulnerability-focused basic assistance provides an opportunity.
6. The combination of professional individual assistance and community-focused empowerment can strengthen efforts to reach, and appropriately assist, the most vulnerable.
7. There is no clear-cut, general or most desirable definition of vulnerability, but a relational approach to vulnerability fits well with the combination of professional individual assistance and community-focused empowerment.
8. A vulnerability focus can facilitate the realisation of universal human rights by providing a link between normative entitlements and actual needs.
9. Working towards the realisation of universal human rights in the migration context is challenging but not impossible.
