5. Verdere aanbevelingen
5.3. Landschapsecologische kennisopbouw
Gedegen kennis over systemen en processen is een basisvoorwaarde om er in beleid en beheer daadwerkelijk ook rekening mee te kunnen houden. We pleiten daarom voor een centrale en systematische kennisopbouw rond ecologische systemen in Vlaanderen waaruit kan geput worden bij de opmaak van gebiedsvisies, beheerplannen of managementplannen in het kader van het Europees natuurbeleid. Verschillende overheidsorganisaties, onderzoeksinstellingen, ngo’s en privébedrijven kunnen hier enerzijds gebruik van maken en anderzijds een waardevolle bijdrage toe leveren. De toepassing beperkt zich niet tot natuurbehoud. Dezelfde gegevens zijn eveneens relevant voor bijvoorbeeld land- en waterbeheer of kustveiligheid. Actueel is de kennis echter sterk versnipperd en gebeurt er zeer veel overlappend werk. De informatie is ook niet altijd goed ontsloten. Klimaatgegevens van het KMI bijvoorbeeld zijn niet vrij te gebruiken door andere openbare instellingen. De organisatie van een goede samenwerking tussen een breed spectrum aan instellingen dringt zich hier dus op. De geïntegreerde monitoring van de Schelde (MONEOS) vormt hiervan een goed praktijkvoorbeeld. Een mogelijke inspiratiebron voor de opbouw van zo’n kennissysteem zijn de landschapsecologische gebiedsbeschrijvingen (LESA) die in Nederland in het kader van het PAS beleid werden ontwikkeld (Van der Molen et al. 2010). Gezien de continue kennisopbouw is een webgebaseerde applicatie aangewezen zodat die voortdurend kan worden aangevuld. Daarin kan een hiërarchisch kennissysteem worden uitgewerkt waarin de verschillende landschapscomponenten (geologie, hydrologie, bodem, historisch landgebruik, vegetatie, …) met bijhorende processen én patronen op verschillende schaalniveaus worden beschreven. Typische schalen zijn NW Europa, Vlaanderen met de aangrenzende gebieden, de ecoregio’s en ecodistricten (Klijn 1997). Via een gekoppeld geo-portaal kan ook het beschikbaar kaartmateriaal hierin opgenomen worden. De webomgeving laat toe links te leggen tussen verschillende ruimtelijke schaalniveaus of tussen verschillende componenten. In tegenstelling
tot, of beter als aanvulling bij Ecopedia is het wenselijk om de teksten wetenschappelijk goed te onderbouwen via uitgebreide referentielijsten. Ook de actuele wetenschappelijke discussiepunten moeten transparant worden weergegeven door de verschillende visies en argumenten te belichten.
