WHAT IS THE EAAE?

The European Association for Architectural Education (EAAE) is a consultative body which has as its aim to contribute to the develop- ment of training in architecture and urban planning in the European training institutes in a supra-local and a European context. Therefore the EAAE organises two annual meetings where, through workshops led by prominent speakers and practising professionals, the profes- sional and educational aspects of training are discussed. Each meet- ing is organised around a theme relevant to the profession. It is host- ed by the institute which also organises and runs the meeting. The 24th meeting from 22nd to 25th April 1992 will be held at Eindhoven University of Technology (TUE) in the Netherlands. 'Urban Design' will be the central theme for discussion.

WHY THIS EAAE COMPETITION?

By organising this competition, the EAAE Organising Committee at the Faculty of Architecture at Eindhoven University of Technology wishes to encourage teachers and students at EAAE affiliated educa- tion institutes to participate in the 1992 EAAE meeting.

The organisers believe that the time is ripe for this international com- pernion because:

a. a competition will give a new impetus to the tradition of the EAAE because it will increase the involvement of the entrants

over a longer period.

b. participation by teachers and students will bring the EAAE in con- tact with the imminent changes in Europe as they affect the profes- sional profile of the architect and town planner.

c. architecture, urban development and history have been discussed at EAAE a number of times, but only now is it appropriate to hold a competition focusing on their relationship under the theme 'urban design'.

d personal motivation in a competition is the best source of inspira- tion to discuss the interaction between theoretical consideration and design practice.

e. a competition inspires statements in terms of problem definition as well as problem solving.

QU'EST-CE QUE L'AEEA ?

L'Association Europeenne pour l'Enseignement de !'Architecture (AEEA) est un organisme de concertation se donnant pour but de developper la teneur de l'enseignement dans I' architecture et l'urbanisme, dans las lnstituts de Formation en Europe, et ceci dans un contexte supralocal et europeen.

L'AEEA organise a eel effet deux rencontres, chaque annee, au cours desquelles - par le biais d'ateliers presentes par de preemi- nents confreres/orateurs - son! organisees des discussions se rap- portant aux aspects specifiquement professionnels et educatifs de l'enseignement.

Chaque rencontre est axee sur un theme specifiquement profession- nel, prepare et mis en application par l'institut remplissant le role d'hote.

La XXIVe rencontre aura lieu du 22 au 25 avril 1992 dans les instal- lations de rUniversite Polytechnique d'Eindhoven aux Pays-Bas. Le theme 'urban design' sera place au centre des discussions.

POUROUOI UN CONCOURS DANS LE CADRE DE L'AEEA?

Dans le but d'inciter a la participation a la rencontre AEEA de 1992, le comite organisateur ad hoc de la Faculte d'Architecture de l'Universite Polytechnique a decide de lancer un concours ouvert aux professeurs et etudiants des instituts d'enseignement affilies a l'AEEA. Dans !'esprit des organisateurs, ce concours international a ete lance pour les motifs suivants:

a. Un concours signifie une nouvelle impulsion dans la tradition de l'AEEA, car favorisant !'engagement des participants au cours d'une longue periode de preparation.

b. La participation des professeurs et des etudiants met l'AEEA en rapport avec les renovations imminentes en Europe, au niveau du profil professionnel de l'architecte et de l'urbaniste.

c. Les sujets de !'architecture, de rurbanisme et de l'histoire ont deja ete mis en discussion a plusieurs reprises dans le cadre de l'AEEA mais, par le biais d'un concours, leur interconnexion est bien expo- see dans le theme de '!'urban design'.

d. L'interaction entre la reflexion theorique et la pratique du dessin se manifeste dans les meilleures conditions d'inspiration, sous l'effet de renergie incitee par un concours.

e. Un concours tente a des jugements, d'une part au niveau d'approches descriptives de la problematique, et d'autre part au ni- veau d'elaborations descriptives et de solutions des problemes.

WAT IS DE EAAE?

De European Association for Architectural Education (EAAE) is een overlegorgaan dat zich ten doel stelt om het onderwijs in de ar- chitectuur en stedebouw aan de Europese opleidingsinstituten inhou- delijk te ontwikkelen in een supra-locale en Europese context.

De EAAE organiseert daartoe jaarlijks twee bijeenkomsten waar, met behulp van workshops, die door prominente vakgenoten/sprekers worden ingeleid, over vakinhoudelijke en educatieve aspecten van het onderwijs word! gediscussieerd.

Elke bijeenkomst ken! haar eigen vakinhoudelijke thema, dat door het gastinstituut word! voorbereid en tot uitvoering gebracht.

De XXIVste bijeenkomst, van 22 t/m 25 april 1992 zal plaatsvinden aan de Technische Universiteit Eindhoven (TUE) in Nederland.

In de discussie zal het thema 'urban design' centraal staan.

WAAROM EEN PRIJSVRAAG IN EAAE-VERBAND?

Het Organiserend Comite EAAE van de faculteit Bouwkunde van de TUE wil, om de deelname aan de EAAE - bijeenkomst in 1992 le stimuleren, een prijsvraag uitschrijven onder de docenten en studen- ten van de bij de EAAE aangesloten opleidingsinstituten.

Voor het uitschrijven van deze internationale prijsvraag zijn naar het idee van de organisatoren de volgende redenen aan le voeren:

a. Een prijsvraag betekent een nieuwe impuls in de traditie van de EAAE, omdat het de betrokkenheid van de deelnemers gedurende een lange tijd van voorbereiding vergroot.

b. Deelname door docenten en studenten brengt de EAAE in ver- binding met ophanden zijnde vernieuwingen in Europees verband van het beroepsprofiel van architect en stedebouwer.

c. De onderwerpen architectuur en stedebouw en de geschiedenis zijn reeds enkele keren in EAAE- verband besproken, maar een prijsvraag over hun onderlinge relatie word! in de thematiek 'urban design' pas goed aangezet.

d. De uitwisseling tussen de theoretische reflectie en de ontwerp- praktijk komt het meest inspirerend tot uiting in de bekende daden- drang van een prijsvraag.

e. Een prijsvraag verlokt tot uitspraken, deels op het niveau van pro- bleemstellende en omschrijvende benaderingen en deels op he!

niveau van probleemoplossende, beschrijvende uitwerkingen.

WHAT IS URBAN DESIGN?

The concept of Urban Design is not easily defined because of the influence of varying attitudes towards society. The professions of town planner and architect sometimes express themselves in a typo- morphological way while sometimes the acceptance of societal forc- es results in the implementation of scenarios which include different programmes.

The term Urban Design was inspired by the desire to link town plan- ning and architecture such that the (more scientific) empirical ap- proach of the one discipline complements the (more artistic) visually expressive approach of the other. In historical terms urban design was created by the need which arose towards the end of modernism, 1950-1960, to think in terms of an urban way of living: Habitat.

At that time this habitat was seen as the ability of a town to develop on the basis of its historic identity into an expression of an ideal soci- ety. Recently, however, the impossibility to arrive at a synthesis be- tween architecture and town planning has been recognised as a key concept in which the paradox between both disciplines is expressed as a metropolitan awareness. Ample reasons for a quest for a redefi- nition of the concept of urban design.

QU'EST-CE QUE 'URBAN DESIGN'?

On ne peut pas definir de maniere univoque la conception de

!'Urban Design, compte tenu de tinfluence des attitudes changeantes envers la cohabitation et la societe. Actuellement, les disciplines de l'urbanisme et de !'architecture s' expriment d'une part de maniere typologique-morphologique tandis que, d' autre part, !'acceptation du jeu des forces de la societe aboutit a des scenarios dans lesquels interviennent des programmes divers.

ii ya la technologie qui intervient dans les conventions de l'Urban Design.

Le choix pour le theme Urban Design est issu du souhait visant a faire participer ensemble les disciplines de l'urbanisme et de

!'architecture; et ceci de telle maniere qua l'approche empirique (plus scientifique) de l'un, vient completer tapproche de representation spatiale (plus artistique) de l'autre.

Du point de vue historique !'Urban Design est issu du besoin ayant vu le jour a la fin de la periode du Modernisme, vers 1950-1960, besoin de reftechir a une forme de loge men! Urbain: '!'habitat'.

Cet habitat a ete considere a l'epoque com me etant la possibilite de developper la ville, a partir de son identite hisforique, en tan!

qu'expression de la societe ideale. Toutefois, on a recemment reconnu I' impossibilite d'une synthase entre !'architecture et l'urbanisme comma etant une donnee dans le cadre de laquelle le paradoxe entre les deux disciplines se manifeste dans une 'conscience metropolitaine'. Ce son! la les raisons pour se mettre en quete d' une redefinition de !'Urban Design.

Het begrip Urban Design is onder invloed van wisselende houdingen tegenover samenleving en maatschappij niet eenduidig te delinieren. De disciplines stedebouw en architectuur bedienen zich de ene keer van typologisch-morfologische uitdrukkingswijzen, dan weer resulteert de acceptatie van het maatschappelijke krachtenspel in het u~spelen van scenario's, waarbinnen zich diverse

programma's afspelen.

De keuze voor het onderwerp Urban Design komt voort uit de wens om de disciplines stedebouw en architectuur op elkaar le betrekken, en w~I zo dat de (meer wetenschappelijke) empirische benadering van de ene en de (meer artistieke) ruimtelijk verbeeldende benadering van de andere discipline elkaar aanvullen.

Historisch gezien komt Urban Design voort uit de behoefte die in de nadagen van het Modernisme, omstreeks 1950-60, ontstond om in een stedelijke woonvorm: de 'habitat', le denken.

Deze habitat werd toen gezien als de mogelijkheid om de stad vanuit haar historische identiteit le ontwikkelen als u~drukking van de ideale samenleving.

Recentelijk word! achier de onmogelijkheid van een synthase tussen

arch~ectuur en stedebouw gezien als een gegeven waarin de paradox tussen beide disciplines tot uitdrukking komt in een 'metropolitaan bewustzijn'.

THE CASE: THE CITY OF EINDHOVEN

The concept of urban design may be considered in general and in theoretical terms. This discussion will gain a new dimension when these terms and theories are applied to a specific planning area as the subject of study. It seemed natural to look for such a subject in the vicinity of the EAAE meeting.

In this case: the centre of Eindhoven and the specific problems asso- ciated with this town.

Eindhoven is a town with approximately 200.000 inhabitants in the South of the Netherlands. Its location still betrays its role in the na- tion's history; being outside Holland it did not have any status as a fortified town. Even today, it can hardly compete with the Randstad which includes Rotterdam, The Hague and Amsterdam.

Eindhoven's problem is that it is a provincial town which mush- roomed. Although industries such as Philips and OAF, and later the University of Technology, contributed to the growth of the town, its image is still that of seven villages linked by urbanisation. Because this urbanisation developed suddenly on an intermittent basis the town's character became fragmented rather than a consistent urban concept. Despite its famous museum of modern art, the town is not renowned for its cultural features and is trying hard to make up for this lack.

CAS D'ESPtCE: LE CENTRE-VILLE D'EINDHOVEN

On peut parler du concept 'Urban Design' en termes generaux et theoriques. Lorsque ces termes et theories sont mis en rapport avec un secteur specifique de planification comme objet d'etude, la dis- cussion peut prendre une dimension plus profonde. II devenait evi- dent de chercher eel objet d'etude dans l'environnement direct de la rencontre AEEA. II s'agit done en l'occurrence du secteur centre-ville d'Eindhoven, avec les problemes particuliers de son image urbain.

Eindhoven est une ville d'environ 200.000 habitants, situee dans la partie meridionale des Pays-Bas. Elle tient une place particuliere dans l'histoire de ce pays, etant donne que, se trouvant

l'epoque

en dehors de la Hollande, elle n' avail pas de prestige, malgre son statut de ville forte. Meme

a

rheure actuelle, elle ne peut guere concurrencer avec le phenomene de la Conurbation dont font partie Rotterdam, La Haye et Amsterdam.

Le dilemne d'Eindhoven est que c'est une localite provinciale ayant connu un developpement explosif. Meme si des industries telles que Philips et OAF, et par la suite l'Universite Polytechnique, ant donne

la ville un elan de croissance, son image reste limitee

a

un amalgame de sept villages, entre lesquels un processus d'urbanisation s'est deroule. Celle-ci, avec son developpement par

coups, a confere

la ville un caractere plut6t fragmente, et on ne peut pas dire que

image urbain soil marque par la constance. En depit de son repute musee d'art moderne, la ville n'est assurement pas connue pour ses attraits culturels et elle se donne maintenant beaucoup de mal pour resorber ce retard.

DE CASUS: DE CITY VAN DE STAD EINDHOVEN Spreken over het begrip 'urban design' kan in algemene en theoretische termen. Wanneer deze termen en theorieen gerelateerd worden aan een plangebied als object

van

studie, dan kan de discussie een diepere dimensie krijgen. Het lag voor de hand di!

object van studie in de directe omgeving van de EAAE-bijeenkomst le zoeken, in dit geval dus het citygebied van de stad Eindhoven met haar specifieke stadsbeeld-problematiek.

Eindhoven is een stad van ongeveer 200.000 inwoners in het zuiden van Nederland. In de geschiedenis van de Nederlanden is haar ligging nog altijd illustratief, omdat ze destijds butten Holland geen status had, ook al was ze vestingstad. Ook op dit moment kan ze nauwelijks concurreren met het fenomeen van de Randstad, waarvan Rotterdam, Den Haag en Amsterdam deel uitmaken.

Het Eindhovense dilemma is dat het een explosief ontwikkelde provincieplaats is. Ook al hebben industrieen als Philips en OAF en later de T echnische Universiteit de stad doen uitgroeien, haar imago blijlt beperkt tot dat van een samenvoeging van zeven dorpen, waartussen een urbanisatie heeft plaatsgevonden.

Deze heel! met haar schoksgewijze ontwikkeling de stad eerder een fragmenttarisch karakter verleend dan dat er van een consistent stadsbeeld sprake is. De stad staat. ondanks haar befaamde museum voor Moderne Kunst, zeker niet bekend om haar culturele aantrekkelijkheid en werkt daarom hard om deze achterstand in le halen en deze le vervlechten met haar functionele groei.

METHOD

The assignment in the ideas contest does not have a programme in the normal sense of the word, but aims at a confrontation between functional and quantitative requirements on the one hand and cultu- ral urban design concepts on the other. The programme offers three cultural concepts (ideas) as descri>ed below, and three functional scenarios which will interact when placed in a matrix. It is up to the designers/entrants to decide which combination of concept and sce- nario offers the most inspiring and effective solution for the planning area and will lead to an appropriate design for the centre of Eindhoven.

The planning area is a railway line linking and at the same time separating the fragmented centre of Eindhoven and its post-War modern expansion as a new frame of reference: a city image which clearly shows its history and its future. When designing the ctty im- age the entrant should consider the spatial effects of his or her in- tended changes to the existing morphological qualities in and around the planning area and the existing urban society.

INTRODUCTION

The compe@on committee expects every participant to make a well-founded choice from the intellectual concepts and scenarios de- scribed below, as the premises for the urban design to be developed.

To avoid any misunderstandings the terms 'intellectual concept', 'form' and 'scenario' will be defined here. An intellectual concept is based on independent views of reality based on the philosophy of science. The intellectual 'images' of these concepts can often be expressed metaphorically and in theoretical models or paradigms.

By following the schedules of requirements laid down in the scenar- ios, the three town concepts 'bulwark', 'fragment' and 'disappear- ance' to be interpreted in this competition will visualise.

Form has its own visual imagery, expressing the tension between cultural significance and functional content.

Form can also make a statement about the location in which the past, present and future tell their story. A form is based on an idea or will generate ideas. The scenario describes the interaction be- tween the factual programme and the social interpretation. The sce- nario deals with the development of the process in time and space and leads to the completion of the plot. The scenario governs the form and content but also provides the element of surprise.

THE BULWARK

The bulwark may be seen as the material manifestation of the body of the town in which time has condensed into form and where meaning is firmly embedded in a kaleidoscopic epic. The effects of history have made the bulwark into an free space for people, plants, animals and objects. It is a cosmic organism, nurturing tradttion but also absorbing and celebrating modernity. Its tragedy lies in its pas- sion for wholeness which also inspires its tolerance. In its complete- ness the bulwark is as seductive as a woman and as comforting as a mother. She finds her master in the order of rules. Her carefully cul- tivated forms show an understanding which urban dweliing has firmly anchored in typological and morphological characteristics. The strength of urban form is accompanied by the flexibiltty to understand the changes in content and episode. In this way the town is based on her morphological continuum. Thus the question maintains the ten- sion. However, the doubt remains when the city is completed, or worse when it confesses its infidelity.

LAMtTHODE

La mission donnee dans le cadre du concours d'idees ne comporte pas de programme, au sens usuel du terme, mais vise a une confrontation entre un programme fonctionnel et quantitatif d'une part et des conceptions urbaines culturelles de l'autre.

Le programme presente ici est constttue de trois concepts (idees) culturels decrits plus en detail, et de trois scenarios fonctionnels qui, introduits dans une matrice, s'influencent les uns les autres. Les concepteurs/participants ace concours determinant eux-memes quelle combinaison de concept et de scenario afire la solution la plus inspiratrice et la plus efficace pour le secteur de planification, devant conduire au projet demande pour le paysage urbain du centre-ville d'Eindhoven.

Le secteur de planification concerne un trace de ligne de chemin de fer separant le centre fractionnel d'Eindhoven et son extension moderne d'apres-guerre, et les reliant egalement a la maniere d'un nouveau cadre de reference: un paysage urbain dans lequel on peut detecter son histoire et son avenir. Dans la conception du paysage urbain, le participant doit porter son attention sur teffet spatial des actions programmatiques envisagees, se repercutant sur les qualites morphologiques existantes dans et auteur du secteur de planification et de la societe urbaine presente.

INTRODUCTION

Le comite organisateur du concours suggere que chaque participant etablisse un choix motive parmi les concepts de pensee et les scenarios, en tan! que condition et fondement pour le design urbain a concevoir.

Pour eviler tout malentendu, nous donnons ici la definition des termes 'concept de pensee', 'forme' et 'scenario'.

Un concept de pensee est base sur des conceptions philosophiques souveraines (scientifiques) de la realite. Ces concepts peuvent, dans de nombreux cas, etre exprimes sous forme 'd'images' de pensee, de maniere metaphorique et dans des modeles theoriques de paradigmes. Les trois concepts de paysage urbain - bastion, fragment et disparition - qui doivent etre interpretes dans le cadre de ce concours, aboutiront a une forme, en suivant les programmes d'imperatifs qui sont etablis dans !es scenarios. La forme possede son propre langage figure dans lequel s'exprime le rapport tendu entre les significations culturelles et les contenus fonctionnels. De surcroit, la forme peut porter un jugement sur l'endroit ou le passe, le present et l'avenir developpent leur histoire. Une forme est basee sur une idee et elle peut aussi engendrer des idees. Le scenario decrit

!'interaction du programme se rapportant au contenu avec

!'interpretation sociale. Le scenario assure le developpement du processus, dans le temps et dans l'espace, et tend au denouement de !'intrigue. Le scenario regit la forme et le contenu, mais veille egalement a l'effet de surprise.

LE BASTION

Le bastion peut etre considere comma etant le corps materiel de la ville dans lequel le temps s'est cristallise, sous toutes ses formes, et dans lequel est ancree sa signification au sein d'une saga kaleidoscopique. Les retombees de thistoire transforment le bastion en refuge pour les hommes, les plantes, les animaux et les choses.

C'est un organisme cosmique, porte-parole de la tradition et absorbant la modernite. Son caractere tragique resulte de sa passion de la totalite a laquelle elle emprunte egalement sa tolerance. Car, dans sa globalite, elle est aguichante comme une femme et securisante comme une mere. Elle trouve son maitre dans l'ordre des reglements. Ses formes soigneusement cultivees permettent de prendre conscience du fail que thabttation dans la ville a ancre des caracteristiques typologiques et morphologiques.

De gestelde opgave van de ideeenprijsvraag bevat geen programma in de gebruikelijke zin van het woord , maar beoogt de confrontatie tussen enerzijds functionele en kwantitatieve eisen en anderzijds culturele stadsconcepten.

Het aangeboden programma word! gevormd door een drietal hieronder nader beschreven culturele concepten (ideeen) en een drietal functionele scenario's die, in een matrix geplaatst, elkaar beinvloeden.

De ontwerpers/deelnemers aan deze prijsvraag bepalen zell welke combinatie van concept en scenario de meest inspirerende en ellectieve oplossing biedt voor het plangebied en zal leiden tot het gevraagde ontwerp voor het stadsbeeld van de Eindhovense city.

Het plangebied betrelt een spoorwegtrace dat het lragmentarische centrum van Eindhoven en haar na-oorlogse moderne uitbreiding scheidt en verbindt als een nieuw referentiekader: een stadsbeeld, waarin zowel haar geschiedenis als haar toekomst alleesbaar is.

Bij het ontwerpen

van

het stadsbeeld dient de deelnemer aandacht te besteden aan het ruimtelijke effect van de door hem beoogde programmatische ingrepen op de bestaande morfologische kwaliteiten in en random het plangebied en de aanwezige stedelijke samenlevingsvormen.

INLEIDING

Het prijsvraagcomite vraagt elke prijsvraagdeelnemer een beargu- menteerde keuze le maken uit de hieronder beschreven denkcon- cepten en scenario's als voorwaarde en uitgangspunt

voor

het te ontwikkelen urban design.

Om spraakverwarring le voorkomen volgt hier een nadere deliniering van de begrippen 'denk-concept', 'vorm' en 'scenario'.

Een denk-concept is gebaseerd op souvereine (wetenschappe- lijke) filosofische denkbeelden over de werkelijkheid. Deze concep- ten laten zich als denk"beelden• in vale gevallen op metaforische wijze en in theoretische modellen of paradigma's uitdrukken.

De drie stadsbeeldconcepten "bolwerk", "fragment" en •verdwijning•

die in deze prijsvraag geinterpreteerd moeten warden zullen - aan de hand van de program ma's van eisen die in de scenario's zijn vastgelegd - leiden tot een vorm.

De vorm heel! zijn eigen beeldspraak, waarin de gespannen relatie tussen culturele betekenissen en functionele inhouden tot expressie komt. Bovendien kan de vorm een uitspraak doen

over

de plek waarin verleden, heden en toekomst hun geschiedenis utteenzetten.

Een

vorm

baseert zich op een idee dan wel genereert ideeen.

Het scenario omschrijlt de interactie

van

het inhoudelijke programma met de maatschappelijke interpretatie. Het scenario draagt zorg

voor

de afwikkeling

van

het proces in tijd en ruimte en werkt toe naar de voltrekking

van

de intrige. Het scenario beheerst

vorm

en inhoud, maar draagt !evens zorg

voor

de verrassing.

HETBOLWERK

Het bolwerk kan warden gezien als het materiele lichaam van de stad, als kristallisatie

van

de tijd en als verankering van haar betekenis in een kaleidoscopische vertelling.

De neerslag van de geschiedenis maakt het bolwerk tot vrijplaats

voor

mensen, planten, dieren en dingen. De stad is een cosmisch organisme waarutt de traditie spreekt en waarin het moderne word!

opgenomen. Haar tragiek houdt verband met haar totalitettspassie, waaraan ze !evens haar tolerantie ontleent. Want in haar heelheid is ze verleidelijk als een vrouw en borgend als een moeder. Ze vindt haar meester in de orde van de regels.

Haar zorgzaam gecultiveerde vormen tonen een inzicht, dat het wonen in de stad in typologische en morfologische kenmerken heel!

THE FRAGMENT

The fragment reflects the town concept through the lack of control of the ideal model. It forces the passer-by either to heal the rilt wtth history or to accept the lost unity forever: nostalgia or innovation! The image of a fragmented town is that of a dismantled bulwark: the de- generate mother tearing her children apart in a final spasm of love.

Destruction would appear to imply death but even the most minute fragment contains the beginnings of the unknown combined with the codes of what has past. In the fragment the town appears in all its vehemence. It despises truth and generates - with the uncertainty of explosive urbanisation - the nuclei of urbanity which serve the no- madic town dweller as islands in a peripheral sea. In the fragment is like the shred of a story which is scattered in a sudden incline of time.

THE DISAPPEARANCE

With the disappearance of the ctty the image alludes to existential emptiness. This is indeed so. But this is an emptiness not simply based on the bombastic rhetoric of perspective. The overview is missing as a spatial category but where speed gives perception wings it is essentially about flying through space. In other words, di- mensions, colours, materials and boundaries especially, are broken up and loose their identity forever to the sensations of speed and technological progress. The town is characterised neither by its forms and signs nor by the aesthetic order between them. Owing to the loss of conventional options the city image is no longer purely a visual matter but may be typified as a matrix-space in which technol- ogy and archttecture become an atectonic reality, dictated in a throb- bing paradox of physical solidity and radiant energy. Any smugness or arrogance is transformed into black holes of creative ecstasy of the single image: the vague bulwark?

INTRODUCTION

Scenarios form the programme for the ideal procedure for the creation of a socio-cultural and socio-economic aim in a society. All scenarios are concerned with the specific location of the planning area. In the intellectual concept, however, we go beyond this loca- tion and into general theories. The three scenarios, based on the three intellectual concepts 'bulwark', 'fragment' and 'disappear- ance', which must result in the requested plans for an urban design and the proto-architectonic images of the planning area, are:

La rigidite de la forme urbaine va de pair avec la souplesse permettant de comprendre les changements de contenu et d'episodes. C'est ainsi que la ville se base sur sa continuite morphologique. De la sorte, la tension reste presente dans la question. Et cependant, on peut douter du moment auquel I' image urbain est acheve ou, pire encore, du moment auquel I' image urbain reconnait son infideltte.

LE FRAGMENT

Le fragment montre !'image urbain par le manque de controle du modele ideal. Elle oblige le passant a faire le choix entre le colma- tage de la breche avec l'histoire I' acceptation definitive de l'entite perdue: nostalgie ou renouveau!

L'image d'une ville fragmentee est celle d'un bastion demantele: la mere degeneree qui dechire ses propres enfants dans une derniere explosion d'amour. La destruction semble impliquer la mort, mais le fragment de nullite comprend egalement le germe de l'inconnu, avec les codes de ce qui appartient au passe. Dans ce fragment, la ville se presente avec toute son intensite. Elle effleure la verite et, avec une incertitude qu'entraine !'urbanisation explosive, elle genere le noyau de !'urbanisation qui est au service du citadin nomade, comme un ilot dans une merbordire. Le fragment est comme le lambeau d'une histoire qui est disparse dans une forte courbe de temps.

LA DISPARITION

La disparition de la ville refere a l'image du vide de !'existence. Et c'est absolument le cas. Mais c'est un vide qui n'a pas, sans plus, com me fil conducteur la rethorique bombastique de la perspective.

La vue d'ensemble est d'ailleurs absente en tant que categorie spatiale car, la ou la vttesse donne des ailes a !'observation, ii s'agit surtout de traverser respace. Ceci revient

dire que ce sont surtout la limite, la mesure, la couleur et le materiau qui transcendent leur nature et renoncent definitivement

a

leur identite au proftt de la sensation de la vitesse et du progres technologique.

La ville n'est pas caracterisee par sa forme et ses signes, pas plus qua par la categorisation esthetique entre eux. Du fail de la disparition des options conventionnelles, !'image urbain n'est plus purement visuel, mais ii est type en tan! qu'espace matriciel dans lequel une realite atectonique est conferee a la technologie et

!'architecture, dictee dans un paradoxe pulsatoire de materialisation fixe et d'energie rayonnante. Chaque autosuffisance ou arrogance est transformee en trou noir d'extase creatrice de !'image unique: le bastion vague?

INTRODUCTION

Les scenarios constttuent le programme de la procedure ideale pour la mise sur pied d'une aspiration socio-culturelle et socio- economique dans une societe. Tousles scenarios se rapportent

!'emplacement specifique du secteur de planification. Cependant, dans le concept de pensee, eel emplacement est depasse dans les theories generales. Les trois scenarios qui, a partir des trois con- cepts de pensee 'bastiooi', 'fragment' et 'disparition', doivent aboutir aux sujets demandes d'un design urbain et des images proto- architectoniques du secteur de planification, sont:

De stevigheid van de stadsvorm gaat gepaard met lenigheid om de wisseling van inhoud en episode le verstaan. Zo baseert de stad zich op haar morfologisch continuum. Zo blijft de spanning bestaan in de vraag.

Toch blijft er de twijfel wanneer het stadsbeeld is voltooid of erger, wanneer het stadsbeelC: zijn ontrouw bekent.

HET FRAGMENT

Het fragment loon! het stadsbeeld door het gebrek aan beheer- sing van he! ideaalmodel. Het dwingt de passant tot de keuze om de breuk met de geschiedenis le helen of de verloren eenheid definitief te aanvaarden: nostalgia of vernieuwing!

Het beeld van een gefragmenteerde stad is dat van het ontmantelde bolwerk: de ontaarde moeder, die haar kinderen verscheurt in een laatste opwelling van liefde. Vernietiging lijkt de doodle impliceren maar ook het nietigste fragment bevat de kiem van het ongekende, met de codes van hetgeen voorbij is.

In het fragment dient de stad zich in al haar heftigheid aan. Het schampt aan de waarheid en genereert met een onzekerheid die de explosieve urbanisatie met zich mee brengt, de nuclei van de stedelijkheid, die de nomadische stadsbewoner ten dienste staan als eilanden in een zee van de periferie.

Het fragment is de Hard van een verhaal dat is verwaaid in een scherpe curve van de tijd.

DE VERDWIJNING

In de verdwijning van de stad verwijst het beeld naar de leegte van het bestaan. En dat is ook het geval. Maar het is een leegte die niet zonder meer de bombastische retoriek van het perspectief als leidraad heel!.

Het overzicht ontbreekt immers als ruimtelijke categorie, want waar snelheid de waarneming vleugels geeft, gaat he! vooral om het doorklieven van de ruimte. Dal wil zeggen, dat vooral de grens, de maat, de kleur en he! materiaal in hun aard doorbroken worden en hun identiteit blijvend inleveren ten bate van de sensatie van snelheid en technologische vooruitgang.

De stad kenmerkt zich noch door haar vormen en tekens noch door de esthetische rangschikking ertussen. Door de verdwijning van conventionele opties is he! stadsbeeld niet langer !outer visueel, maar word! het getypeerd als matrix-ruimte, waarin technologie en architectuur een a-tectonische werkelijkheid krijgen, gedicteerd in een pulserende paradox van vaste lichamelijkheid en stralende energie. ledere zelfgenoegzaamheid of arrogantie word! omgezet in een zwart gal van creatieve extase van het ene beeld:

het vage bolwerk?

TER INLEIDING

Scenario's vormen he! programma voor de ideale procedure voor de totstandkoming van een maatschappelijk-cultureel en sociaal- economisch streven in een samenleving.

Alie scenario's hebben betrekking op de specifieke locatie van het plangebied. In het denkconcept wordt deze locatie achier overstegen in de algemene theorieen.

INTRODUCTION

The aim of the competition is to develop a city image or urban design for the area along the railway line in the town centre of Eind- hoven, based on the selected concepts and scenarios.

ASSIGNMENTS

The competition is an ideas contest aimed at investigating and shaping the town-planning potential of the area by carrying out the following activities:

- developing a vision as a personal interpretation of the chosen concept and/or scenario, based on the objectives and policies for this planning area, which should express the cultural implications;

- designing a city image for the planning area, based on the form concept developed by the entrant in relation to the developed vi- sion;

- presenting the text and visual materials of the city image such that the vision and city image can be discussed during the EAAE con- ference and workshops to be held in Eindhoven in April 1992.

INTRODUCTION

L'objectif du concours consiste a developper un image urbain ou 'urban design' pour le trace de la ligne de chemin de fer dans le centre-ville de la municipalite d'Eindhoven, sur la base des concepts et scenarios selectionnes.

LES TACHES

Le concours se compose d'une epreuve d'idees, laquelle est axee sur l'etude et la mise en forme des potentials d'urbanisation du secteur de planification, par l'exercice des activites suivantes:

Hat doel van de prijsvraag is de ontwikkeling van een stadsbeeld of 'urban design' voor het spoorwegtrace in de binnenstad van de gemeente Eindhoven, op basis van de gekozen concepten en scenario's.

DEOPGAVEN

De prijsvraag bestaat uit een ideeenwedstrijd die erop gericht is de stedebouwkundige potenties van he! plangebied te onderzoeken en te realiseren door de volgende activiteiten:

- hat ontwikkelen van een visie als persoonlijke interpretatie van he! gekozen concept en/of scenario, die vertrekt vanuit doelstellingen en beleidsvisies, behorende bij d~ plangebied, waarbij de culturele implicaties tot expressie moeten worden gebracht;

- het ontwerpen van een stadsbee/d voor het plan- gebied op basis van een door de deelnemer ontwikkeld vormconcept in relatie tot de ontwikkelde visie;

- het presenteren van tekst- en beeldmateriaal van he! stadsbeeld, op een dusdanige wijze dat de visie en het stadsbeeld tijdens het EAAE-Congres en de workshops in april 1992 le Eindhoven ter discussie kan worden gesteld.

Entering the competition entails that the solution or solutions to the problem should be approached through four linked design levels.

The following are required:

a. An interpretation of one concept aimed at the snuation in the plan- ning area, in which the entrant shows his/her vision of the concep- tual thoughts which will be applied to the city image in order to pro- vide a basic framework.

b. A structural outline of the planning area. This outline should indi- cate the general organisation of the planning area: the main out- lines of the structure of the town programme, the structure of the functional components and their relationship with the immediate environment.

c. An Urban Design for the planning area which expresses the mor- phological and visual qualities of the town's masses and spaces in broad outline.

La participation au concours implique que la ou les solutions des problemes doivent etre abordees sur quatre niveaux de design se rejoignant les uns les autres.

II est demande:

a. Una interpretation axee sur la situation du secteur de planification, portant sur un concept, selon laquel le participant donne

a

connaitre son point de vue sur les idees conceptuelles qui seront appliquees en tan! que principe ordonne sur !'image urbain.

b. Une esquisse urbanistique du secteur de planification. Celle esquisse decrn les grandes lignes de !'organisation generale du secteur de planification: lignes maitresses de la cohesion programmatique urbaine, structure des composants fonctionnels et leurs rapports avec l'environnement immediat.

c. Un Urban Design du secteur de planification, dans lequel doivent apparaitre dans les grandes lignes, les qualites morphologiques et picturales des masses et des espaces d'urbanisation.

d. A proto-architectonic development of a section of the planning area chosen by the entrant. This should show the architectonic qualities of the internal and external facades in public areas in typi- cal stylistic characteristics, without detailing the interior of the buildings. In particular it should illustrate the entrant's view of the relationship between architectonic components and urban mor- phology.

The last two design levels should be illustrated with models, perspec- tive drawings or isometric projections to give an impression of the in- tended city image.

As a foundation for the design the competition organisers will also provide functional and formal spatial data as well as the policy vi- sions of the bodies and authorities concerned with the planning area.

d. Une elaboration proto-architectonique d'une partie librement determinee du secteur de planification. Dans cette elaboration, les qualites architectoniques des fa~ades interieures et exterieures dans les zones publiques doivent etre reproduites sous forme de 'caracteristiques de style', sans entrer dans les details de l'interieur des batiments. Celle elaboration dott etre particulierement illustratieve pour les conceptions du participant quant aux rapports entre les composants architectoniques et la morphologie urbaine.

In deze uitwerking dienen de architec- tonische kwaliteiten van de in- en unwendige gavels aan de open- bare gebieden in karakteristieke 'stijlkenmerken' te worden weergegeven, zonder het inwendige van de gebouwen le detaille- ren. Meer in het bijzonder dient het illustratief le zijn voor de opvat- tingen van de deelnemer over de relatie tussen architectonische componenten en stedelijke morfologie.

Voor de twee laatste ontwerpniveaus geld! dat ze geillustreerd war- den met maquettes, perspectieven en/of isometrische projecties, om een idee te geven van het beoogde stadsbeeld.

GENERAL CONDITIONS

The competnion programme has been drawn up by the Organising Commtttee of the EAAE competition (hereafter referred to as 'the Competition Committee') and the jury, and has been approved by the Permanent Competttion Committee of the ANP 1972 in consulta- tion with the EAAE chairman.

PARTICIPATION AND ENTRY PROCEDURE Participation

Competition entry is limtted to:

- students at all EAAE-affiliated educational institutions in Eastern and Western Europe;

- teachers in permanent posts al EAAE-affiliated educational instnu- tions in Eastern and Western Europe;

- graduates from EAAE-affiliated educational institutions in Eastern and Western Europe who graduated after 01-06-1991.

A plan may be submitted by a team, provided each member of the team meets any one of the above conditions. Educational institutions may submtt more than one design based on the competition pro- gramme requested.

Plans may be sent in exclusively by the entrants' own educational in- stitute.

ENTRY PROCEDURE

All EAAE-affiliated educational institutions will be sent this infor- mation brochure with a poster and an invttation to enter the competi- tion.

The entry form enclosed wtth the information brochure may be used to request the competition programme and to enter the competition.

Competitors will only be deemed to have entered once the Competi- tion Committee has been informed in writing and after transfer of the fee of 100 ECU.

Het programma van de prijsvraag is door het Organiserend Comite EAAE-prijsvraag (hierna te noemen: het Prijsvraagcomite) opgesteld, voldoet aan het gestelde in de ANP 1972 en is derhalve goedgekeurd door de Permanente Prijsvraag Commissie.

DEELNAME EN INSCHRIJVINGSPROCEDURE Deelname

Deelname aan de prijsvraag staat uitsluitend open voor:

- studerenden aan alle bij de EAAE aangesloten onderwijsinstellingen in Oost- en Westeuropa;

- docenten met een vast dienstverband en aangesloten bij de EAAE onderwijsinstellingen in Oost- en Westeuropa;

- afgestudeerden van de bij de EAAE aangesloten onderwijs- instellingen in Oost- en Westeuropa, die na 01.06.1991 hun diploma hebben behaald.

Een plan kan door een individu of een team ingezonden worden indien elk teamlid aan een van de bovengenoemde eisen voldoet.

Elke afzonderlijke onderwijsinstelling kan op basis van het aange- vraagde prijsvraagprogramma meerdere ontwerpen inzenden.

De ontwerpen kunnen uitsluitend door de onderwijs installing waartoe de deelnemende docenten/studenten behoren worden ingediend.

Alie bij de EAAE aangesloten onderwijsinstellingen is daze oproep tot deelname aan de prijsvraag en een affiche toegezonden.
