Florentin Blanc (born in Orange, France, in 1973) studied history in Paris (Panthéon-Sorbonne University and Ecole des Hautes Etudes en Sciences Sociales). After completing an MA and a Diplôme d’Etudes Approfondies, and being admitted (ranking 2nd) at the Agrégation d’Histoire, he spent several years teaching history and geography. He then moved to a career in international development, first with the international NGO ACTED, and then (from 2004) with the World Bank Group. Since that time, he has been working on regulatory issues, in particular assessment and reform of regulatory procedures, inspections and enforcement, risk-based regulation, in over 30 countries and in all parts of the world. He has written, led or contributed to a number of publications on the topic of inspections and enforcement, in particular for the World Bank Group and the OECD. Since 2010, he has been working as a consultant, primarily for the World Bank Group, but also for the OECD and a variety of national governments within the EU. This has allowed him to undertake academic research in parallel, which is focused on issues of relevance to his practice: regulatory inspections and enforcement, drivers of compliance, risk and regulation, regulatory impact and related issues.
