T h is t h e s i s on t h e s t u d y o f t h e f o r t u n e s o f t h e P o r t o f C h itta g o n g from 1892-1912, t r i e s t o a n a l y s e t h e f o r c e s which le d t o i t s growth and developm ent d u r i n g t h a t p e r i o d , as w e ll as t h e f a c t o r s t h a t were r e s p o n s i b l e f o r p r e v e n t i n g i t s f u r t h e r developm ent.

The t r a d e o f t h e p o r t tow ards t h e b e g in n in g o f t h e p e r i o d u n d e r s tu d y was g r e a t l y hampered by t h e want o f e f f e c t i v e communications between i t and i t s h i n t e r l a n d . The r i v e r K a rn a p h u li, on whose bank C h itta g o n g s t o o d , d id n o t form a p a r t o f t h e r i v e r netw ork t h a t d i s s e c t e d t h e l a r g e r

h i n t e r l a n d o f E a s t e r n Bengal and Assam. As a r e s u l t , i t was n o t t i l l t h e c o n s t r u c t i o n o f t h e Assam Bengal Railway t h a t any s i g n i f i c a n t development took p l a c e i n t h e t r a d e o f th e p o r t . C h itta g o n g p o r t i n f l u e n c e d t h e growth o f t h i s R ailw ay, b u t t h e c o n s t r u c t i o n o f th e

Railway d e te rm in e d t h e f o r t u n e s o f t h e p o r t s t i l l more d e c i s i v e l y . While t h e p o r t owed much o f i t s p h y s i c a l f a c i l i t i e s t o t h e i n t e r e s t , r e s o u r c e s and e f f o r t s o f t h e R ailw ay, many o f t h e drawbacks un d er which t h e p o r t o p e r a t e d can a l s o be a t t r i b u t e d t o t h e p o l i c i e s o f th e Assam Bengal Railw ay. The p a r t i t i o n o f Bengal i n 1905, was p e rh a p s th e s i n g l e most im p o rta n t p o l i t i c a l f a c t o r t h a t d ete rm in e d t h e f o r t u n e s o f t h e p o r t . The p o t e n t i a l i t i e s o f C h itta g o n g p o r t were adduced as b o th an economic and

a d m i n i s t r a t i v e m e n t argument f o r t h e p a r t i t i o n . P a r t i t i o n , on t h e o t h e r han d , b r e a t h e d a new l i f e i n t o t h e p o r t i n term s o f f i n a n c e and p o l i t i c a l and a d m i n i s t r a t i v e a t t e n t i o n . T rade f a c i l i t i e s were g r e a t l y d e v e lo p e d d u r in g t h e p e r i o d u n d e r s t u d y , and w ith t h e c o n s t r u c t i o n o f f o u r j e t t i e s f o r o c ea n -g o in g s t e a m e r s , t h e t r a d e o f t h e p o r t took on a new d im en sio n . The annulment o f t h e p a r t i t i o n i n 1912, however, l e f t t h e p o r t s t i l l uncom pleted and s t a g n a n t t i l l t h e n e x t p a r t i t i o n i n 1947.

P o l i t i c s , economics and geography govern t h e l i f e o f any p o r t , and i t i s t h e p u rp o s e o f t h i s s tu d y t o t r a c e and weigh t h e s i g n i f i c a n c e o f each f a c t o r i n t h e h i s t o r y o f C h itta g o n g as a p o r t town i n t h e y e a r s 1892-1912. W ithin t h a t tw e n t y -y e a r span t h e r e were v e r y d r a m a tic s h i f t s i n t h e s i g n i f i c a n c e o f a l l t h r e e e le m e n ts , and i n t h e im p o rta n c e o f t h e p o r t . In so f a r as t h e r e has been much s tu d y o f t h e p o r t , i t h as te n d e d t o g iv e overwhelming w eig h t t o th e

p o l i t i c a l d e t e r m in a n ts o f i t s f o r t u n e s , t o t h e c r e a t i o n and a b o l i t i o n o f t h e B r i t i s h p r o v in c e o f E a s t Bengal and Assam between 1905-1912, and t o t h e emergence o f P a k i s t a n i n 1947 and Bangladesh i n 1971. I t i s hoped t h a t t h i s s tu d y w i l l g iv e a more b a la n c e d p i c t u r e by d i r e c t i n g more a t t e n t i o n t o s t u d y in g th e economic and g e o g r a p h ic a l a s p e c t s , t h e im p o rtan ce o f which even a b r i e f s tu d y o f t h e h i s t o r y o f t h e p o r t w i l l r e v e a l .

A ccording t o Campos, " C h itta g o n g was always a bone o f c o n t e n t i o n between t h e Raj;as o f B engal, Arakan, and T i p p e r a , who s t r o v e f o r supremacy o v e r t h e s e a p o r t u n t i l t h e Mughal co n q u e s t o f B e n g a l" .*

He s h o u ld have added, how ever, t h a t b o th t h e P o rtu g u e s e and t h e E n g l is h fo u g h t o v e r t h e town t o o . The P o rtu g u e s e had had t h e i r eye on t h e p o r t s i n c e 1517, f i n a l l y s e c u r i n g i t , and S at goon from Mahmud Shah th e r u l e r o f B engal, i n r e t u r n f o r h e l p i n g him a g a i n s t Sher Shah.

One l o c a t i o n a l advantage C h itta g o n g p o s s e s s e d , and o f c o u rs e s t i l l p o s s e s s e s , was i t s good r i v e r communication w ith Dacca, a n a t u r a l c e n t r e f o r E a s t Bengal and f o r a c e n t u r y t h e c a p i t a l o f Mughal B e n g a l.

I t was a f u r t h e r blow t o C h it ta g o n g , p e rh a p s more im p o rta n t t h a n t h e s e t t l e m e n t o f t h e E n g l is h a t C a l c u t t a , t h a t i n 1704 t h e s u b ah d ar o f B en g al, M urshid Q u li Khan, now an in d e p e n d e n t r u l e r e x c e p t i n name, d e c id e d t o move h i s c a p i t a l from Dacca t o M urshidabad,* tow ards t h e more t h r e a t e n e d b o r d e r s o f t h e p r o v i n c e . I t was t h e developm ent o f j u t e i n t h e second h a l f o f t h e n i n e t e e n t h c e n t u r y i n t o an economic c r o p , and t h e i n t r o d u c t i o n o f commercial t e a c u l t i v a t i o n i n t h e p r o v in c e o f Assam, which c r e a t e d t h e n e c e s s a r y economic and commercial p r e c o n d i t i o n s f o r t h e r e v i v a l o f i n t e r e s t i n t h e f o r g o t t e n p o r t o f C h it ta g o n g . There was now a h i n t e r l a n d p ro d u c in g goods i n which European firm s were i n t e r e s t e d , and i n t h e
