I n th e 1870*s th e M alays were s e t t l e d a lo n g th e p r i n c i p a l r i v e r s g ro u p ed i n s m a ll v i l l a g e s ( kam pongs) s u b j e c t to th e a u t h o r i t y o f th e

v i l l a g e headmen ( p e n g h u lu s ) and r e g i o n a l c h i e f s ( d a t o s ) . The pow ers o f th e c h i e f depended upon h i s a b i l i t y t o c o n t r o l th e s o u r c e s o f re v e n u e , from w hich he c o u ld p ro v id e a f o llo w in g t o m a in ta in h i s p o l i t i c a l a u t h o r i t y . Revenue was d e r iv e d from t a x i n g th e p a d i and ju n g le p ro d u ce C u l t i v a t e d an d c o l l e c t e d by th e p e o p le o f h i s own d i s t r i c t and g a in e d i n p a r t i c u l a r from d u t i e s l e v i e d upon th e t r a f f i c which p a s s e d a lo n g h i s s e c t i o n o f th e r i v e r .
