1. Grounds for categorization of documents

Documents classified by ACM in the far right column of Table 1 (below) are classified on the basis of the following characteristics:

They regulate the relationship between Amsterdam Airport Schiphol (hereinafter: AAS) and airlines operating at AAS;

(not between, e.g. AAS and providers of ground handling services. In case of (potential) overlap with the relation AAS-airlines, the document does qualify)

They relate to aviation activities and/or security activities at AAS;

(not to e.g. purely commercial activities such as shop spaces, car parking, etc.)

When seen in the context of their current content and objectives, they can, in light of their current text and contents,

potentially be used to discriminate airlines or treat airlines unreasonably.

(e.g. document 20 in the table on the use of towing equipment wider than 3,90 mtrs is not potentially discriminatory or unreasonable in its current form; its objective is to prescribe safety rules)

2. Consequences of categorization of documents

Category A > These documents can only be changed by following the regular consultation procedure, prescribed by the Aviation Act (‘Wet luchtvaart’).

Category B > These documents may be changed:

- by following the regular consultation procedure, prescribed by the Aviation Act (‘Wet luchtvaart’), or;

- by following the procedure set out in paragraph15 of the ‘Policy Guidelines on consultation of conditions by Schiphol Airport’

(‘Beleidsregels consultatie voorwaarden Schiphol’).

Category C > These documents may be changed:

- by following the regular consultation procedure, prescribed by the Aviation Act (‘Wet luchtvaart’), or;

- by following the procedure set out in paragraph15 of the Policy Guidelines on consultation of conditions by Schiphol Airport (‘Beleidsregels consultatie voorwaarden Schiphol’), or;

- without consultation of users of Amsterdam Airport Schiphol.
