CALL FOR COMMENTS ON DE-REGISTERED MISALLOCATED PRE 2009 QUALIFICATIONS AS WELL AS PRE 2009 QUALIFICATIONS INTENDED TO BE DEREGISTRED AS THEY ARE USING HEQSF NOMENCLATURE ON THE OQSF
I, Vijayen Naidoo, Chief Executive Officer (CEO) of the Quality Council for Trades and Occupations (QCTO), in consultation with the South African Qualification Authority (SAQA) hereby publish the call for comments on deregistered misallocated pre -2009 qualifications as well as the pre-2009 qualifications intended to be deregistered as they are using HEQSF nomenclature on the OQSF.
The public comments process is intended to enable the QCTO to obtain substantive evidence to be used to make a recommendation:
a) For the re-registration of deregistered qualifications in relation to Annexure A up until 30 June 2023 in line with
the transitional arrangement provided for as part of pre 2009 qualifications (under the SAQA Act, 1995) as outlined in the Ministerial determination in Gazette 344031 of 24 December 2020.b) For the immediate deactivation of qualifications that are no longer utilised and only keep those that are still being offered up until 30 June 2023 in line with
the transitional arrangement provided for as part of pre 2009 qualifications (under the SAQA Act, 1995) as outlined in the Ministerial determination in Gazette 344031 of 24 December 2020.According to Section 13(1) (h) of the NQF Act, the functions of SAQA, with respect to the
qualifications, which include the following requirements:
• The relevant Sub-Framework must be identified on any document relating to the registration and publication of qualifications or part-qualifications, and
• Each Sub-Framework must have a distinct nomenclature for its qualification types which is appropriate to the relevant Sub-Framework and consistent with international practice.
Section 27 of the SAQA Policy and Criteria for the Registration of Qualifications and Part- Qualifications on the NQF (as amended, 2020) stipulates that SAQA will not re-register qualifications and part-qualifications if they:
• are replaced by new qualifications or part-qualifications;
• were not offered by accredited providers within the registration period of the qualification and/or part-qualification; and
• had no learner enrolments within the registration period.
Misallocated qualifications
On 30 July 2020, the SAQA Board approved the de-registration of the 230 Higher Education Qualifications Sub-Framework (HEQSF) qualifications that were misallocated to the
Occupational Qualifications Sub-Framework (OQSF).
Annexure A contains a list of 230 Diploma qualifications that were de-registered from 30 July 2020.
Accredited providers are requested to indicate to the QCTO which of these qualifications are currently being offered and need to be re-registered until 30 June 2023. Kindly note that:
• SAQA will not re-register any qualifications if they were not offered by accredited providers within the registration period of the qualification;
• SAQA will not re-register any qualifications if there are no learner enrolments and achievement data loaded on the National Learners’ Record Database.
Annexure B contains a list of 23 Higher Certificates currently registered on the OQSF.
Currently, the “Higher Certificate” nomenclature belongs to the HEQSF.
