1. ADVANCED CARGO INFORMATION
Egypt implemented a new pre-registration system for shippers at all the country’s ports. The Advanced Cargo Information (ACI) system is a World Customs Organization protocol that provides real-time information on transactions and operations before, during and after arrival of goods, according to guidelines issued by the Finance Ministry (Decree 38 & 222 of 2021). The new decrees are meant to facilitate trading with Egypt with a unified-digital customs handling. The Egyptian system is foreseen to enter, mandatorily, into force on July 1 st, 2021.
2. WHAT MUST THE IMPORTER IN EGYPT DO ?
The Egyptian Customs Authority’s launched the new National Single Window for Foreign Trade Facilitation (Nafeza). On Nafeza’s portal, every commercial agent has to create an e-account. Importers have to register their data, the data of exporters and all shipping related data. Registration should take place prior to any commercial shipment (it could take place with the issuance of a proforma invoice). The Nafeza System issues a code (Advanced Cargo Information Declaration Number – ACID) to be electronically sent to the importer and the exporter. The ACID number is a 19-digit number uniquely identifying the traded shipment.
The ACID number should appear on all related documents to the shipment in question (invoice, bill of lading, etc.).
3. WHAT MUST THE EXPORTER IN BELGIUM DO?
Every exporter must be registered in the CargoX Platform. Exporters can create an account for free on Sign In - CargoX Platform. The exporter will confirm a personal electronic signature in order to receive an ID to give to the importer to complete the procedures on Nafeza.

4. SHIPPING GOODS
Starting the 1st of July, 2021 Egyptian importers, in collaboration with exporters, are required to declare full information about their trade shipment arriving to Egypt at least 48 hours before departure from the port in Belgium. Earlier registration is strongly recommended.
Logistic companies and carriers are also required to include the ACID along with the importer’s and exporter’s registration numbers in all transport documents. Exporters should communicate to carriers all required data before loading. Please check with your shipper how many days prior to shipment is requested to deliver all necessary documents.

5. RELEASE OF GOODS
To release goods in the new system, Nafeza introduces the Logistics Services Center – LSC. The LSC is a new concept for business transactions which aims to provide a faster and transparent logistical experience.
In case of non-compliance From June 30th , 2021, any non-conformity with the ACI procedures will result in cargo rejection by the Egyptian Customs Authority and the shipment will be returned to the port of load at the shipper/exporter expenses.
