Availability for inspection of the draft decision in relation to the allocation system of NV Luchthaven Schiphol Case No.: 200057

1. The Board of the Netherlands Competition Authority (hereinafter "the Board” ) received an application on 20 July 2006 from NV Luchthaven Schiphol for the approval of the system for allocating costs and revenues of NV Luchthaven Schiphol, as referred to in section 8.25g(1) of the Aviation Act [Wet Luchtvaart].

2. The Board intends to grant the approval requested without amendment.

3. The draft text of the decision to be taken, with the accompanying allocation system, is available for inspection by users of the airport (and other interested parties) at the offices of the Office of Transport Regulation of the Netherlands Competition Authority for a period of six weeks after the date of

publication of this notice. "Users" are understood to be airline companies, as well as natural or legal persons who carry out flights and are not airline companies. Parties who wish to inspect the

documents should contact Mrs C.M.J. Ober, contactable at telephone number +31-70-3301903. The draft decision has also been published on the website of the Office of Transport Regulation of the Netherlands Competition Authority (www.nmanet.nl > Vervoerkamer > Besluiten > Besluiten en Ontwerpbesluiten Wet luchtvaart > Besluiten inzake artikel 8.25g Wet luchtvaart).

4. After the date of publication, interested parties may present their opinions in writing and/ or verbally, as they prefer. If you wish to present your opinion verbally, you will be given an opportunity to do so during a hearing on 06 February 2007 from 1000 hrs to 1700 hrs at the offices of NMa (Muzentoren location, Wijnhaven 24, The Hague). It is necessary to register for this hearing. It is possible to register up to and including 03 February with Mrs C.M.J. Ober, contactable at telephone number +31-70-3301903.

If you wish to be allocated time to speak during the hearing, you are requested to state this when you register. If no registrations are received, the planned hearing will be cancelled.

5. Written opinions with regard to the proposal may be submitted up to and including 14 February to the Office of Transport Regulation of NMa, to the attention of Mrs M.A. Zuurbier, P.O. Box 16326, 2500 BH The Hague, The Netherlands, stating as the reference Case No. 200057.

6. The Board wishes to draw attention to the fact that the documents have been made available for inspection within the framework of the Uniform Public Preparatory Procedure, as referred to in Part 3.4 of the General Administrative Law Act [Algemene wet bestuursrecht].

7. It is possible to file a judicial appeal against the final decision on Schiphol's application with the District Court [Arrondissementsrechtbank] of Rotterdam.
