1. Autonomie wordt niet verkregen, maar verworven (dit proefschrift). 2. De ontwikkeling van EU agentschappen is niet uitsluitend te verklaren

op basis van rationele en functionele verklaringen; sociologische en his- torische verklaringen hebben een minstens zo grote verklaringskracht (dit proefschrift).

3. Door samen te werken in netwerken van onderling afhankelijke organi- saties kunnen EU agentschappen hun autonomie vergroten (dit proef- schrift).

4. Dat institutionaliseringsprocessen niet in een bepaalde richting leiden, betekent niet dat ze niet geleid kunnen worden (dit proefschrift). 5. De oprichting van EU agentschappen leidt niet tot een depolitisering

van de uitvoerende macht op Europees niveau (dit proefschrift).

6. Een groot aantal publieke taken kan, juist in het belang van burgers, beter worden uitgevoerd door organisaties die een zekere mate van au- tonomie genieten.

7. Het verwerven en behouden van autonomie vraagt niet om egoïstisch gedrag, maar om een sociale opstelling ten opzichte van anderen.

8. Begeleiding ‘op afstand’ stimuleert de autonome ontwikkeling van de promovendus.

9. Wetenschap is een ambacht en een goed wetenschapper een am- bachtsman of -vrouw.

10. In de beperking toont zich de meester; in de beperking zonder oog voor detail toont zich de leerling.

Propositions to the doctoral thesis The Autonomy of European Union Agencies:

1. Autonomy is not granted, but acquired (this doctoral thesis).

2. The development of EU agencies cannot solely be explained on the ba- sis of rational and functional explanations; sociological and historical explanations have just as much explanatory power (this doctoral thesis). 3. EU agencies can increase their autonomy through cooperation in net-

works of mutually dependent organisations (this doctoral thesis). 4. The fact that institutionalisation processes do not lead in a particular

direction does not mean that they cannot be directed (this doctoral the- sis).

5. The creation of EU agencies does not amount to a depoliticisation of the EU executive (this doctoral thesis).

6. A great number of public tasks can, especially in the interest of citizens, better be performed by organisations with a certain level of autonomy.

7. The acquisition and maintenance of autonomy do not require self- centred behaviour, but a social attitude towards others.

8. Supervision at ‘arm’s length’ enhances the autonomous development of doctoral students.

9. Science is a craft and a good scientist is a craftsman or woman.

10. There ought to be moderation in everything, but moderation exercised without attention to detail yields little of value.
