First insights in Public Policies and Urban
Impacts SME’s in Rio
• Visits to different favelas in Rio (Santa Marta, Maré and Vidigal), in the scope of the Pacification Project - public security policies
• Meetings with NGO´s (FASE) and Social Movements in order to discuss the social reality in Rio and the impact of development policies and politics in the city
• Walking tour in the City Center of Rio de Janeiro (Harbour Area) to analyse the urban impact of Sport Mega Events facilities in the city
• Visit to Vila Autódromo to discuss the issue of displacement and forced removals in the scope of Sport Mega Events in Rio
• Institutional visits to governmental sectors related to urban policies in Rio: Instituto Pereira Passos and Comando Integrado de Controle e Comando/ RJ
Several sub studies
• Experiences of children participating in the Estrela de Favela school. • Impact of the Worldcoaches project at participating youth, coaches
and the social context.
• The meaning of a renovated football pitch in Pavão-Pavãozinho for the children (and their parents), employees of the local Solar-project and employees of Oracle (subsidized the renovation)
• The impact of the WC Football to the local economy surrounding the Maracanã stadium. Expectations regarding the Games?
• The meaning of the pacification by the UPP for the locals in Babilonia and Mangueria regarding safety and social inclusion/exclusion?
• The meaning of the NOC*NSF initiative ‘GEO schools’ for the participants?
Future research
• Mega sports events are set to work in non-Western developing
countries as mega-scale public-private collaborations aimed at societal transformation.
• BRICS countries hosts the most mega sport events
- 2008 Olympic summer games Beijing, China - 2010 FIFA world cup, South Africa
- 2010 Commonwealth games Delhi, India - 2014 Olympic winter games Sochi, Russia - 2014 FIFA world cup, Brazil
- 2016 Olympic summer games Rio de Janeiro, Brazil - 2018 FIFA world cup Russia
• Large-scale political transformations in the countries. • Privatization of state companies and resources.
• Mega sport events should attract domestic and foreign investments. Dutch foreign policy is aimed at diplomacy, trade and development and all these issues are relevant in its relation with BRICS
Aim of the study
• A series of consecutive SMEs in one decade: – Pan-American Games 2007
– The Military World Games 2011 – Confederations Cup 2013
– The FIFA World Cup 2014
– Olympic and Paralympic Games 2016
• Combined research in Rio de Janeiro offers a unique possibility to study the effects of such a series of SMEs in a single city.
• Long-term effects of SMEs by focusing specifically on Rio de Janeiro between 2016 and 2020.
• How governments and their populations envision the opportunities
presented by global SMEs and how they deal with the potential conflicts, struggles and disappointments.
Method
• SMEs as a mid- and long-term catalysts of socio-political transformation and distinguishes between leverage, impact and legacy (Preuss, 2010). • The consortium distinguishes itself from current legacy researchers by
using an perspective that focuses on SME cities’ inhabitants. The
consortium wants to understand the impact of SMEs in the ‘daily lives’ of ‘regular people’
• Community based, multi-level (policy, social, physical, individual and community) interventions and will lead to more understanding of the social reality of socio-political transformation related to SMEs.
• Focus on target groups that are usually out of sight - such as the
socio-economic underprivileged and the disabled – and conducts research in
geographical areas that often are overlooked – such as remote favelas and rural areas.
Research consortium
• In depth knowledge about Brazilian and Rio de Janeiro’s political and
socio-economic development: UFRRJ, UFRJ, Universidade Estadual de Rio de
Janeiro, Utrecht University, Radboud University
• In depth knowledge about the (potential) impact of SMEs in upcoming
economies: Utrecht University, Hanze University of Applied Sciences,
More2Win foundation
• In depth knowledge about specific target groups such as disabled and adapted sports: Amsterdam University of Applied Sciences, Windesheim University of Applied Sciences, Johan Cruyff Foundation
